This report considers the problems of managing fisheries as an integrated subject. The setting in which fisheries are managed is reviewed, with special reference to the discussions at the United Nations Conference on the Law of the Sea. The processes in fishery management are compared with those of management in general, and each component examined in detail. The need for looking at the system as a whole is also stressed, and proposals are made for further action.
