Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture

This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

Building Industries at Sea - ‘Blue Growth’ and the New Maritime Economy

Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. The Sunken Billions Revisited


Book Description

This report updates previous studies that measured in economic terms the extent of biological losses attributable to overfishing globally. The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.
