Almost 68.5 million refugees in the world today live in a protection gap, the chasm between protections stipulated in the Geneva Convention and the abrogation of those responsibilities by aid agencies. With dwindling humanitarian aid, how do refugee communities solve collective dilemmas? In Networked Refugees, Nadya Hajj finds that Palestinian refugees utilize information communication technology platforms to motivate reciprocity-a cooperative action marked by the mutual exchange of favors and services-and informally seek aid and connection with their transnational diaspora community. The study questions whether, after a decade of remarkable progress in trade reform, Latin America and the Caribbean really integrates into the global market, offering a promising rapid growth, and good jobs for its workers. For despite the incidence of the loosely called "knowledge economy", the concern prevails that most countries' rich natural resources, still are the determining factor for exports. Policy recommendations include fostering openness to trade, market access, and foreign direct investment flows, in addition to building human capital, institutions, and public infrastructure, without disregarding the natural advantages. To this end, policymakers should aim at developing educational systems that provide quality education, focused on lifelong learning, and training activities to build human capital. Emphasis should follow on research and development (R&D) incentives, and innovations systems, arguing that countries should experiment with taxation incentives, and subsidies to promote both private, and public investments in R&D, (dependent on the institutional capacity of governments to enforce tax laws, and monitor the quality of investments). Moreover, evidence in this report, suggests that information, and communications technology (ICT) can reduce coordination costs, enabling an effective industrialization, and market access.

Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices.
