Taiwan's Marginalized Role in International Security

The complicated question of Taiwan’s sovereignty has led to its exclusion from virtually all international security organizations. This marginalization has left a critical hole not only in the security of Taiwan’s twenty-three million citizens, but also the world at large. Despite possessing both the means and intent to play a role as a responsible stakeholder, Taiwan can neither benefit from most international security bodies nor share its considerable reservoir of knowledge and expertise for the common good. This report highlights challenges to Taiwan’s ability to play a more active role in eight areas of international security: counterterrorism, law enforcement, maritime security, nuclear security, transportation security, humanitarian assistance and disaster relief, human security, and cybersecurity. The report also offers recommendations for expanding Taiwan’s participation in key international security organizations.

"We do not think it is politically or militarily realistic to count on a U.S. military defeat of various kinds of Chinese assaults on Taiwan, uncoordinated with allies. Nor is it realistic to presume that, after such a frustrating clash, the United States would or should simply escalate to some sort of wide-scale war against China with comprehensive blockades or strikes against targets on the Chinese mainland." "If U.S. campaign plans postulate such unrealistic scenarios," the authors add, "they will likely be rejected by an American president and by the U.S. Congress." But, they observe, "the resulting U.S. paralysis would not be the result of presidential weakness or timidity. It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.




Regional Institutions, Geopolitics and Economics in the Asia-Pacific

This volume discusses the relationship between economics, geopolitics and regional institutional growth and development in the Asia-Pacific region. How do states (re)define their relationships amid the current global power transition? How do rival actors influence the rules and formation of new institutions for their own benefit? Taiwan's Former Nuclear Weapons Program

Thirty years ago, in 1988, the United States secretly moved to end once and for all Taiwan's nuclear weapons program, just as it was nearing the point of being able to rapidly break out to build nuclear weapons. Because intense secrecy has followed Taiwan's nuclear weapons program and its demise, this book is the first account of that program's history and dismantlement. Taiwan's nuclear weapons program made more progress and was working on much more sophisticated nuclear weapons than publicly recognized. It came dangerously close to fruition. Taipei excelled at the misuse of civilian nuclear programs to seek nuclear weapons and implemented capabilities to significantly reduce the time needed to build them, following a decision to do so. Despite Taiwan's efforts to hide these activities, the United States was able to gather incriminating evidence that allowed it to act, effectively denuclearizing a dangerous, destabilizing program, that if left unchecked, could have set up a potentially disastrous confrontation with the People's Republic of China (PRC). The Taiwan case is rich in findings for addressing today's nuclear proliferation challenges.

From glove puppets of Chinese origin in East Java and Hakka religious processions in West Kalimantan, to wartime political theatre on Sumatra and contemporary Sino-Sundanese choirs and dance groups in Bandung, this book takes readers on a tour of hybrid and diverse expressions of identity, tracing the stories and strategies of minority self-representation over time. Each performance form is placed in its social and historical context, highlighting how Sino-Indonesian groups and individuals have represented themselves locally and nationally to the archipelago’s majority population as well as to Indonesian state power. In the last twenty years, the long political suppression of manifestations of Chinese culture in Indonesia has lifted, and a wealth of evidence now coming to light shows how Sino-Indonesians have long been an integral part of Indonesian culture, including the performing arts.
