The Japan Teachers' Union, which represents 500,000 elementary and lower secondary school teachers, is an important interest group in Japanese politics. It is especially significant as a radical group operating both within and outside the political system and in direct conflict with conservative government policies in education and other areas of domestic and foreign policy. Donald R. Thurston's descriptive and analytic study of this most controversial labor union reveals a great deal about Japan's educational and political systems, and about the teaching profession in Japan and its relations with government and the community. It will therefore be of great interest both to political scientists and to those interested in comparative education. The purpose of this broad cross-sectional case study of the Japan Teachers' Union was to find out how much influence it has had on its own members and on the formulation and implementation of educational policies. The conclusion is that the union is much more influential at the local level where educational policies are implemented, and changed in the process of implementation, than at the national level where policy is formulated. It also shows that the Japan Teachers' Union has changed teachers' attitudes towards their roles, and that although the JTU is attached to the left-wing Japan Socialist Party, it is much more autonomous than has been thought. Education policymaking is traditionally seen as a domestic political process. The job of deciding where students will be educated, what they will be taught, who will teach them, and how it will be paid for clearly rests with some mix of district, state, and national policymakers. This book seeks to show how global trends have produced similar changes to very different educational systems in the United States and Japan. Despite different historical development, social norms, and institutional structures, the U.S. and Japanese education systems have been restructured over the past dozen years, not just incrementally but in ways that have transformed traditional power arrangements. Based on 124 interviews, this book examines two restructuring episodes in U.S. education and two restructuring episodes in Japanese education. The four episodes reveal a similar politics of structural education reform that is driven by symbolic action and bureaucratic turf wars, which has ultimately hindered educational improvement in both countries.

Masao Maruyama was the most influential and respected political thinker in post-WWII Japan. He believed that the collective mentality, inherent in the traditional Japanese way of thinking, was a key reason for the defeat in WWII and was convinced that such thought needed to be modernized. Education as a Political Tool in Asia

This book offers a fresh and comparative approach in questioning what education is being used for and what the effects of the politicisation of education are on Asian societies in the era of globalisation. Education has been used as a political tool throughout the ages and across the whole world to define national identity and underlie the political rationale of regimes. In the contemporary, globalising world there are particularly interesting examples of this throughout Asia, ranging from the new definition of Indian national identity as a Hindu identity (to contrast with Pakistan's Islamic identity), to particular versions of nationalism in China, Japan, Singapore and Vietnam. In Asia education systems have their origins in processes of state formation aimed either at bolstering 'self-strengthening' resistance to the encroachments of Western and/or Asian imperialism, or at furthering projects of post-colonial nation-building. State elites have sought to popularise powerful visions of nationhood, to equip these visions with a historical 'back-story', and to endow them with the maximum sentimental charge. This book explores all of these developments, emphasising that education is seen by nations across Asia, as elsewhere, as more than simply a tool for economic development, and that issues of national identity and the tolerance - or lack of it - of ethnic, cultural or religious diversity can be at least as important as issues of literacy and access. Interdisciplinary and unique in its analysis, this book will be of interest to scholars of political science, research in education and Asian Studies.
