The impacts are staggering. Antarctic ice is thinning at increasingly rapid rates, with correspondingly massive influxes of fresh water into the world’s oceans. All these changes are due mostly to human activities, particularly in raising the levels of CO2, a major greenhouse gas (GHG). Atmospheric concentrations of CO2 have risen 35% since the Industrial Revolution. This increase is primarily due to anthropogenic activities such as the burning of fossil fuels and deforestation. Reducing the rate of GHG emissions will be an enormous challenge for everyone throughout the world which must be fought on many fronts. Pathways to Low-Carbon Development for Viet Nam

Viet Nam has had rapid economic growth in recent years, but this growth has been energy-dependent, even as the energy system has become more carbon intensive. This study uses a bottom-up model to evaluate 63 measures to reduce greenhouse gas emissions from household electricity, industry, power generation, and transport. It finds potential for emissions reduction by 53% in 2050, and that much of this reduction can occur at low or negative financial costs. Moreover, these measures are found to ultimately lead to faster and more inclusive economy-wide growth. Policy measures are identified to help realize the modeled potential.

This book presents good practices in Asia and ASEAN countries for effectively promoting advances in response to climate change, which can help to achieve sustainable development in Asia and around the world. As a proposal, the aim is to influence the discussions at COP 21 by providing a positive agenda with concrete actions from an Asian perspective. The book is divided into three parts. Part 1 describes the greenhouse gas (GHG) reduction scenario from an Asian perspective and in line with global 2 ° targets. Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.

International Workshop on Greenhouse Gas Mitigation Technologies and Measures: Proceedings

More than 150 countries are now Party to the United Nations Framework Convention on Climate Change (FCCC), which seeks to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the global climate system. Climate change country studies are a significant step for developing countries and countries with economies in transition to meet their national reporting commitments to the FCCC. These studies also provide the basis for preparation of National Climate Change Action Plans and implementation of technologies and practices which reduce greenhouse gas emissions or enhance carbon sinks. The broad goals of the workshop were to: (1) present results of country study mitigation assessments, (2) identify promising no-regrets greenhouse gas mitigation options in land-use and energy sectors, (3) share information on development of mitigation technologies and measures which contribute to improved National Climate Change Actions Plans, and (4) begin the process of synthesizing mitigation assessments for use by FCCC subsidiary bodies. The 59 papers are arranged into the following topical sections: (1) national mitigation assessments, technology priorities, and measures; (2) sector-specific mitigation assessment results, subdivided further into: energy sector; non-energy sector; renewable energy; energy efficiency in industry and buildings; transportation; electricity supply; forestry; and methane mitigation; (3) support for mitigation technologies and measures; and (4) activities implemented jointly.
