The Legislative Drafting chapter will provide you with all of the tools necessary to draft bills, amendments, and resolutions. This edition also has a new section on drafting in a special session. The Points of Order chapter will help you master the most commonly used rules and constitutional provisions. It also includes descriptions of every successful point of since 2011. See the bill-scrubbing checklist if you need to kill a bill immediately. The new edition also has all the precedent from the 85th, as well as a rule-referencing list so that you can easily find the applicable defect when a member cites a rule from the microphone. The Statutory Interpretation chapter has hundreds of cases from Texas courts that explain how to resolve ambiguities in law. This edition includes a section on Stare Decisis, as well as all of the precedent that has come down since the last edition. The Administrative Law chapter discusses veto authority and other powers of the Governor. Then, it dives into agency authority, including the most recent precedent on anticompetitive rules.
