The Democratic Politics of Military Interventions

According to a widely shared notion, foreign affairs are exempted from democratic politics, i.e. party-political divisions are overcome-and should be overcome-for the sake of a common national interest. This book shows that this is not the case. Examining votes in the US Congress and several European parliaments, the book demonstrates that contestation over foreign affairs is barely different from contestation over domestic politics. Analyses of a new collection of deployment votes, of party manifestos, and of expert survey data show that political parties differ systematically over foreign policy and military interventions in particular. The left/right divide is the best guide to the pattern of party-political contestation: support is weakest at the far left of the spectrum and increases as one moves along the left/right axis to green, social democratic, liberal and conservative parties; amongst parties of the far right, support is again weaker than amongst parties of the centre. An analysis of parliamentary debates in Canada, Germany, and the United Kingdom about the interventions in Afghanistan and against Daesh in Iraq and Syria shows that political parties also differ systematically in how they frame the use of force abroad. For example, parties on the right tend to frame their country's participation in the US-led missions in terms of national security and national interests whereas parties on the left tend to engage in 'spiral model thinking', i.e. they critically reflect on the unintended consequences of the use of force in fuelling the conflicts with the Taliban and Daesh.

Such nation-building is vital if conflict is not to recur. In each of the four cases, Karin von Hippel considers the factors which led the USA to intervene, the path of military intervention, and the nation-building efforts which followed. The book seeks to provide a greater understanding of the successes and failures of US policy, to improve strategies for reconstruction, and to provide some insight into the conditions under which intervention and nation-building are likely to succeed.

Why does political conflict seem to consistently interfere with attempts to provide aid, end ethnic discord, or restore democracy? To answer this question, Agency and Ethics examines how the norms that originally motivate an intervention often create conflict between the intervening powers, outside powers, and the political agents who are the victims of the intervention. Three case studies are drawn upon to illustrate this phenomena: the British and American intervention in Bolshevik Russia in 1918; the British and French intervention in Egypt in 1956; and the American and United Nations intervention in Somalia in 1993. Although rarely categorized together, these three interventions shared at least one strong commonality: all failed to achieve their professed goals, with the troops being ignominiously recalled in each example. Lang concludes by addressing the dilemma of how to resolve complex humanitarian emergencies in the twenty-first century without the necessity of resorting to military intervention.

Abstract: Democracies rarely if ever fight one another, but they participate in wars as frequently as autocracies. They tend to win the wars in which they participate. Democracies frequently build large alliances in wartime, but not only with other democracies. From time to time democracies intervene militarily in ongoing conflicts. The democratic peace may contribute to a normative justification for such interventions, for the purpose of promoting democracy and eventually for the promotion of peace. This is reinforced by an emerging norm of humanitarian intervention. Democracies may have a motivation to intervene in non-democracies, even in the absence of ongoing conflict, for the purpose of regime change. The recent Iraq War may be interpreted in this perspective. A strong version of this type of foreign policy may be interpreted as a democratic crusade. The paper examines the normative and theoretical foundations of democratic interventionism. An empirical investigation of interventions in the period 1960-96 indicates that democracies intervene quite frequently, but rarely against other democracies. In the short term, democratic intervention appears to be successfully promoting democratization, but the target states tend to end up among the unstable semi-democracies. The most widely publicized recent interventions are targeted on poor or resource-dependent countries in non-democratic neighborhoods. Previous research has found these characteristics to reduce the prospects for stable democracy. Thus, forced democratization is unpredictable with regard to achieving long-term democracy and potentially harmful with regard to securing peace. But short-term military successes may stimulate more interventions until the negative consequences become more visible.

Saunders argues that leaders' threat perceptions—specifically, whether they believe that threats ultimately originate from the internal characteristics of other states—influence both the decision to intervene and the choice of intervention strategy. Using archival and historical sources, Saunders concentrates on U.S. military interventions during the Cold War, focusing on the presidencies of Eisenhower, Kennedy, and Johnson. Public Support for Military Interventions Across Levels of Political Information and Phases of Intervention

Scholars widely acknowledge that democratic political leaders seek public support for their policy endeavors, particularly when conducting costly policies as in the case of military interventions. A deeper understanding of the factors that affect public support for military interventions is crucial to explaining more definitively the determinants of foreign policy decisions regarding military interventions. However, most studies in this area of research examine the public as an undifferentiated mass that reacts uniformly to changes in the course of an intervention. In addition, scholars often overlook the varying dynamics of public support across different phases of a military intervention. Given these shortcomings in the literature, the objective of this dissertation is to examine the formation of public support as a function of political information levels and intervention stages. This dissertation is important in both methodological and theoretical terms. Methodologically, the major contribution of my dissertation is the adoption of a multimethod approach that is almost non-existent in this line of research. By bringing together a formal framework, experimentation, and statistical analyses of public opinion survey data, I develop a more refined theory and attain more robust empirical results. Theoretically, the study challenges the dominant mode of research on military interventions in which public opinion is treated as a homogenous mass. Specifically, I explore how major factors related to public support for military interventions (such as casualty rates) play different roles and weigh differently in their impact on the opinions of politically informed versus less informed individuals across stages of an intervention. The results of the experiments and survey data analyses demonstrate that politically informed individuals express less support for a military intervention at the starting (rally) phase of that intervention compared to the less informed. That said, as the intervention proceeds and casualties are incurred, support of politically uninformed individuals decreases at higher rates than does support of politically informed ones. In other words, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, both experimental and survey data analyses show that policy-specific information is generally a more influential factor on public support for military interventions compared to general political information.
