This study analyzes theoretically and empirically the background of the rise to power of Vladimir Putin in Russia and Recip Tayyip Erdogan in Turkey. It situates this analysis in the contexts of the historical assessment of the fragility of liberal democracy and the persistence and growth of authoritarianism, populism, and dictatorship in many parts of the world. The authors argue that the question whether Putin and Erdogan can make Russia and Turkey great again is hard to confirm; personal ambition for power and wealth is certainly key to an understanding of both rulers. They each squandered opportunities to build from free and fair democratic electoral legitimacy and economic progress. The prospect for restored national greatness depends on how they can handle the economic and political challenges they now face and will continue to face in the near future, in a climate of global pandemic and economic recession. Both rulers so far have succeeded in maintaining and increasing their powers and influence in their respective regions, but neither has made real contributions to regional stability and order. Chaos seems to be growing, and the EU and the U.S. thus far seem unable to provide coherent responses to mitigate the impact of their adventurism and disruption.

Currently, U.S. community colleges serve nearly half of all students of color in higher education who, for a multitude of reasons, do not continue their education by transferring to a university. For those students who do transfer, often the responsibility for the application process, retention, graduation, and overall success is placed on them rather than their respective institutions. This book aims to provide direction toward the development and maintenance of a transfer receptive culture, which is defined as an institutional commitment by a university to support transfer students of color. A transfer receptive culture explicitly acknowledges the roles of race and racism in the vertical transfer process from a community college to a university and unapologetically centers transfer as a form of equity in the higher education pipeline. The framework is guided by critical race theory in education, which acknowledges the role of white supremacy and its contemporary and historical role in shaping institutions of higher learning.

Liberalism and Community

Contemporary political theory has experienced a recent revival of an old idea: that of community. In Liberalism and Community, Steven Kautz explores the consequences of this renewed interest for liberal politics. Whereas communitarian critics argue that liberalism is both morally and politically deficient because it does not adequately account for equality and virtue, Kautz defends liberalism by presenting reports of various partisan quarrels among liberals (who love liberty), democrats (who love equality), and republicans (who love virtue). Founded on the classic texts of Locke and Montesquieu, the liberalism that Kautz advocates is cautious and conservative. He defends it against the arguments of important new communitarians—Richard Rorty, Michael Walzer, Benjamin Barber, and Michael Sandel—and contrasts communitarian and liberal views on key questions. Vaccine

A thoughtful evaluation of the vaccine debate, its history, and its consequences. Since 1990, the number of mandated vaccines has increased dramatically. Today, a fully vaccinated child will have received nearly three dozen vaccinations between birth and age six. Along with the increase in number has come a growing wave of concern among parents about the unintended side effects of vaccines. In Vaccine, Mark A. Largent explains the history of the debate and identifies issues that parents, pediatricians, politicians, and public health officials must address. Nearly 40% of American parents report that they delay or refuse a recommended vaccine for their children. Despite assurances from every mainstream scientific and medical institution, parents continue to be haunted by the question of whether vaccines cause autism. In response, health officials herald vaccines as both safe and vital to the public's health and put programs and regulations in place to encourage parents to follow the recommended vaccine schedule. For Largent, the vaccine-autism debate obscures a constellation of concerns held by many parents, including anxiety about the number of vaccines required (including some for diseases that children are unlikely ever to encounter), unhappiness about the rigorous schedule of vaccines during well-baby visits, and fear of potential side effects, some of them serious and even life-threatening.
