Excerpt from The Different Systems of Penal Codes in Europe: Also, a Report on the Administrative Changes in France, Since the Revolution of 1848 The recommendation of the President, in his late annual message, that provision be made by law for the appointment of a commissioner to revise the public statutes of the United States, and to report the same to Congress for its action, has led me to believe that some previous study and research on the subject, and the opportunities I possess of procuring information concerning the penal legislation of Europe, might be brought to useful account in showing the experience of some of the principal States of the old world in the formation of their codes and systems of penal laws, as well as in giving the striking features of those systems. I have therefore prepared the accompanying document, which I beg leave to submit to you, with the hope that the facts contained in it may be found worthy the attention of the government.
