Rules of Engagement and the International Law of Military Operations

Book Description

The book systematically analyses the relationship and interaction between rules of engagement (ROE) and the legal framework regulating armed conflicts, both at the international and national levels. At the international level, the relationship between ROE and human rights law and international humanitarian law is explored. At the national level, the book relates ROE to (comparative) criminal law. A separate chapter analyses the complex relationship between self-defence law and rules of engagement. It is the first monograph to comprehensively examine these issues and to analyse how ROE interact with the various sources of the (international) law of military operations, both in terms of the law as a source for these rules and how the law is reflected and implemented through them. In doing so, and based on the author's own experience, the book provides examples of how complicated, often controversial issues of law can be resolved while keeping the rules understandable at all levels of military operations. Aimed at both scholars and practitioners, the book provides a bridge between the academic world and the operational world. It provides new insights for both of those audiences in terms of understanding how the law applies to - and through - the rules on the use of force for military operations.

A Chain of Events

Book Description

On April 14, 1994, on a clear morning over northern Iraq's no-fly zone, two U.S. Air Force F-15 jets encountered two U.S. Army Black Hawk helicopters on a routine mission. Within ten minutes, the F-15s misidentified the helicopters and shot them down with fire-and-forget missiles. For three years, aircraft had patrolled these skies with a near-perfect safety record. Although the Black Hawk's downing was one of the worst air-to-air friendly fire incidents involving U.S. aircraft in military history, the Air Force would officially conclude the pilots had made a reasonable mistake. One victim was ebullient twenty-five-old intelligence officer Laura Piper, in love with life and with being an Air Force lieutenant. Movingly written by her mother, A Chain of Events is the story of LauraÆs final flight and the Air ForceÆs mishandling of the subsequent investigation. It is a story of duty, patriotism, a motherÆs devotion to a daughterÆs memory, and her familyÆs disappointment in a beloved institution.

Get ready for lost wills, broody dukes, and scorching hot kissing all over London in Rules for Engaging the Earl by Janna MacGregor. Constance Lysander needs a husband. Or, so society says. She’s about to give birth to her late husband’s child—a man who left her with zero money, and two other wives she didn’t know about. Thankfully, she has her Aunt by her side, and the two other wives have become close friends. But still—with a baby on the way, her shipping business to run, and an enemy skulking about, she has no time to find the perfect match. Enter Jonathan, Earl of Sykeston. Returned war hero and Constance’s childhood best friend, his reentry into society has been harsh. Maligned for an injury he received in the line of duty, Jonathan prefers to stay out of sight. It’s the only way to keep his heart from completely crumbling. But when a missive from Constance requests his presence—to their marriage ceremony—Jonathan is on board. His feelings for Constance run deep, and he’ll do anything to make her happy, though it means risking his already bruised heart. With Constance, Jonathan, and the new baby all together, it’s clear the wounds—both on the surface and in their relationship—run deep. But when the nights come, their wounds begin to heal, and both come to realize that their marriage of convenience is so much more than just a bargain.
