Institutional Reforms and Peacebuilding

This book deals with the question how institutional reform can contribute to peacebuilding in post-war and divided societies. In the context of armed conflict and widespread violence, two important questions shape political agendas inside and outside the affected societies: How can we stop the violence? And how can we prevent its recurrence? Comprehensive negotiated war terminations and peace accords recommend a set of mechanisms to bring an end to war and establish peace, including institutional reforms that promote democratization and state building. Although the role of institutions is widely recognized, their specific effects are highly contested in research as well as in practice. This book highlights the necessity to include path-dependency, pre-conflict institutions and societal divisions to understand the patterns of institutional change in post-war societies and the ongoing risk of civil war recurrence. It focuses on the general question of how institutional reform contributes to the establishment of peace in post-war societies. This book comprises three separate but interrelated parts on the relation between institutions and societal divisions, on institutional reform and on security sector reform. The chapters contribute to the understanding of the relationship between societal cleavages, pre-conflict institutions, path dependency, and institutional reform. Young People and Everyday Peace

Young People and Everyday Peace is grounded in the stories of young people who live in Los Altos de Cazucá, an informal peri-urban community in Soacha, to the south of Colombia’s capital Bogotá. The occupants of this community have fled the armed conflict and exist in a state of marginalisation and social exclusion amongst ongoing violences conducted by armed gangs and government forces. Young people negotiate these complexities and offer pointed critiques of national politics as well as grounded aspirations for the future. Colombia’s protracted conflict and its effects on the population raise many questions about how we think about peacebuilding in and with communities of conflict-affected people. Building on contemporary debates in International Relations about post-liberal, everyday peace, Helen Berents draws on feminist International Relations and embodiment theory to pay meaningful attention to those on the margins. She conceptualises a notion of embodied-everyday-peace-amidst-violence to recognise the presence and voice of young people as stakeholders in everyday efforts to respond to violence and insecurity. In doing so, Berents argues for and engages a more complex understanding of the everyday, stemming from the embodied experiences of those centrally present in conflicts. Taking young people’s lives and narratives seriously recognises the difficulties of protracted conflict, but finds potential to build a notion of an embodied everyday amidst violence, where a complex and fraught peace can be found. Dynamics of Violent Extremism in South Asia

This book offers a comprehensive analysis of the multifaceted dimensions of violent extremist groups in South Asia, attending especially to the relationships between the local and regional forces influencing their emergence and activities. In addition, research in the book shows how political, security-sensitive events and processes are framed, and the factors responsible for such framing. Similarly, it discusses prevalent discourses on anti-violent extremism policy and the on-the-ground militarized preventive/reactive interventions they guide, which are inspired by ideologies that increasingly reflect controversial understandings of the experiences of people within conditions of state fragility.
