Proposed regulation R79-14 was filed by the Illinois Environmental Protection Agency (IEPA)..."to clarify and streamline the provisions of the air control regulations." The Economic Technical Advisory Committee found three major legal issues: re-ddelegation of Illinois Pollution Control Board rule-making authority to the IEPA; expansion of the IEPA's authority to interpret both Federal and State regulations; and the elimination of all references to the Illinois Administrative Procedures Act.
