"The Nebraska Department of Insurance (NDOI) engaged Milliman, Inc. (Milliman) to update the demographic portion of a past study titled 'Health Insurance Exchange Planning Overview and Recommendations.' The past study also included actuarial projections of the insured status of Nebraska's population. The current report provides a detailed overview of the 2014 and 2015 health insurance market in Nebraska and the potential impacts that the Federally Facilitated Marketplace (FFM) may have in the years following its introduction. The results shown in this report represent an estimate of the future market projections; and, there is still significant uncertainty surrounding these projections. This uncertainty stems from many sources, including the use of existing data sources with potential imperfections, evolving legislative, regulatory and judicial guidance, changing economic conditions, and unpredictable reactions of the many stakeholders within the health insurance market. One or a combination of any of these factors could result in actual experience differing from our projections" (page 1).
