"Since the collapse of the USSR, a number of initiatives have embarked, separately or together, on the momentous task of rebuilding trade and transportation arteries across Central Asia and the Caucasus. The underlying logic has been two-fold: by reconnecting the landlocked new states of the region to their neighbors and historic trading partners, the heart of Asia can become a land corridor connecting Europe to Asia. This paper plots out the main lines of transport and trade development in Central Asia and their potential for both regional states and the European Union. To this end, the paper presents an overview of existing arrangements and plans, ranging from the EU's TRACECA project to China's Silk Road Economic Belt. Following this, it seeks to look two decades into the future of Eurasia-wide transport and trade. The Long Game on the Silk Road

This book argues that American and European policies toward Central Asia and the Caucasus suffer from both conceptual and structural impediments. It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.

Optimisation of Central Asian and Eurasian Trans-Continental Land Transport Corridors


Book Description

There is at present an overlapping but inadequately coordinated combination of strategic trans-continental transport corridors or axes stretching across the Eurasian landmass, centred on or around Central Asia. There are three such initiatives - from the EU, China and the Asian Development Bank, and the Eurasian Economic Community. This paper reviews these several strategic transport maps, and makes proposals for their coordination and rationalisation. So far the EU Central Asia strategy has not paid much attention to these questions. However the EU's own initiatives (the Pan-European Axes and the TRACECA programme) are in need of updating and revision to take into account major investments being made by other parties. In particular the case is made for a 'Central Eurasian Corridor' for rail and road that would reach from Central Europe across Ukraine and Southern Russia into West Kazakhstan, and thence to the East Kazakh border with China, thus joining up with and completing the West China-West Europe corridor promoted by the Asian Development Bank. There should also be a North-South corridor that would cross over this Central Eurasian Corridor in West Kazakhstan and lead south to the Middle East and South Asia. These adaptations of existing plans could become an exemplary case of cooperation between Central Asia and all the major economic powers of the Eurasian landmass.

Value Chains Transformation and Transport Reconnection in Eurasia

This book focuses on the geo-economic and geopolitical impact of value chains transformation on the transport-logistic reintegration of continental Eurasian countries, with a specific focus on the members of the Eurasian Economic Union. The author assesses the potential impact of current trends (global value chains fragmentation and decoupling) on Eurasian transport integration. The book combines in-depth analysis of the evolution of value chains and transport-logistics corridors across Eurasia with a geopolitical assessment of its implications for the EAEU’s members’ foreign and economic policy orientation. In June 2007, the Council of the European Union (EU) adopted The EU in Central Asia: Strategy for a New Partnership, highlighting the growing importance of Central Asia to the EU. This book examines the EU's policy towards the five Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in light of this Strategy. The analysis focuses on the EU's Central Asia Strategy and provides an evaluation of the EU's performance in meeting its policy goals in the region. It starts by looking at the EU as an actor, and discusses the general framework of EU-Central Asia cooperation. The book goes on to focus on the Strategy's general strategic directions and, in particular, its set of concrete policy commitments and questions whether these are adequately designed and implemented so they are able to contribute to regional security and stability. The book contributes to a better understanding for the pitfalls of overall stability in Central Asia, as well as studies on European Union and International relations.
