The EU and Japan have one of the most important trade relationships in the world. Fittingly, this book presents a detailed analysis of their bilateral regulatory environment and negotiation processes. Moreover, the two polities have also co-operated extensively in bilateral and multilateral contexts on a range of global governance issues. Nevertheless, the relationship is widely acknowledged to have significant untapped potential. Deploying the concept of civilian power, the book takes a fresh, honest and provocative look at this important relationship, in a post-Fukushima, post-sovereign debt crisis world. First the book analyses the place of EU-Japan relations within the worldviews of the Japanese and European bodies politic. The EU–Japan Partnership in the Shadow of China

Both the European Union and Japan have been major beneficiaries and supporters of the liberal international order, first led by the United States since the end of World War II. During this period, they have emerged as global powers, however, the very order that nurtured their rise is now facing twin threats. Diplomacy in Japan-EU Relations

Since the 1950s, Japan-Europe relations have been characterised by a mutual coldness in terms of diplomatic dialogue, punctuated by a number of trade disputes. This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. For years the European Union has been looked on as a potential model for cosmopolitan governance, and enjoyed considerable influence on the global stage. The EU has a uniquely strong and legally binding mission statement to pursue international relations on a multilateral basis, founded on the progressive development of international law. The political vision was for the EU to export its values of the rule of law and sophisticated governance mechanisms to the international sphere. Globalization and the financial crisis have starkly illustrated the limits of this vision, and the EU's dependence on global forces partially beyond the control of traditional provinces of law. This book takes stock of the EU's role in global governance. It asks: to what extent can and does the EU shape and influence the on-going re-ordering of legal processes, principles, and institutions of global governance, in line with its optimistic mission statement? With this ambitious remit it covers the legal-institutional and substantive aspects of global security, trade, environmental, financial, and social governance.
