The last decade has marked the European higher education with a particular dynamics. Today, after a decade of a «concerted» policy, national systems look much more convergent but new questions and dilemmas are emerging: about its nature and quality, about real impact of recent reforms in different countries as well as about its future. The book examines the impact of Europe-wide and global developments on national higher education systems. The authors try in particular to upfront issues of convergence and diversity, of equity and of the relationship of centres and peripheries in higher education. The book is an outcome of research collaboration between six institutes which developed a EuroHESC research proposal on the consequences of expanded and differentiated higher education systems.

This open access book presents the major outcomes of the fourth edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 4) which was held in January 2020 and which has already established itself as a landmark in the European higher education environment. The conference is part of the official calendar of the European Higher Education Area (EHEA) for events that promote and sustain the development of EHEA. The Globalisation of Higher Education

This book argues that the neoliberal globalisation of higher education faces a need for recalibration. In light of increased concerns from universities in cultivating globalisation, this volume brings together a multi-ethnic and multilingual team of researchers who argue that the continued development of internationalized education now requires new research and practices. As university leaders seek to build the best programs to help students to go abroad, they can face a number of challenges – risk management, negotiating with diverse partners, designing rich experience-based learning and the hopes, fears and limitations of the students themselves. Consequently, the authors argue that changes are particularly important given the current US-centric and UK-centric structural readjustments to globalization policies across all fields of higher education and knowledge production. Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). European Higher Education Area: The Impact of Past and Future Policies

This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. Higher Education in Austerity Europe

The financial crisis of 2007/2008 prompted governments across Europe to adopt austerity measures aimed at the reduction of their escalating budget deficits. Higher Education in Austerity Europe explores how the resulting cuts in public expenditure - together with the increasing reliance on the privatisation of services - have impacted on higher education directly through the reduction of public sector provision and indirectly as a result of the social and political consequences of that reduction. Moreover, it explores how the effects of these economic policies have differed markedly across the national regions of Europe, with the result that inequality has increased significantly both within and between national regions, and this, in turn, has led to social and political dislocation within and across communities. It is only by viewing higher education within this broader context that we can begin to understand the full implications of the austerity measures introduced over the last ten years. Jon Nixon draws together leading scholars to delve into the complexity of impact and response generated by these measures. Part 1 focuses on cross-European perspectives; Part 2 on the impact of austerity measures within national systems; and Part 3 on new perspectives and possibilities. The Impact of Higher Education Ranking Systems on Universities

Diversity and Excellence in Higher Education

"Diversity and excellence in Higher Education seem to be conflicting concepts. Nevertheless, they are dynamic and closely intertwined -- indeed they may even require each other. The book brings together insights from ten different countries to analyse these multi-facetted phenomena and discuss how they may be reconciled within higher education. To set the overall context, it critically addresses markets and managerialism, whilst foregrounding the dangers of certain behavior that European countries are currently, though often unwisely, copying from the U.S. In a mass Higher Education system, the social basis of the student body diversifies – a fact that creates new challenges for planners and managers. The authors’ study of diversity concentrates particularly upon issues of equity and justice for students, addressing their life cycle transitions from school to higher education, degree completion, postgraduate education and employability. It also considers challenges posed by diversification at the institutional level, encompassing changes in management, leadership, governance and performance assessment. It addresses attempts to achieve excellence by selectivity, thereby contributing to the stratification of university systems; and it explores attempts to achieve excellence by merging smaller institutions to form larger entities. The book’s overall conclusion is that diversity and excellence are not necessarily enemies but relatives who cannot escape the bond between them. "
