The Incentivised University


Book Description

The core thesis of this book is that to understand the implications of incentive structures in modern higher education, we require a deeper understanding of associated issues in the philosophy of science. Significant public and philanthropic resources are directed towards various forms of research in the hope of addressing key societal problems. That view, and the associated allocation of resources, relies on the assumption that academic research will tend towards finding truth – or at least selecting the best approximations of it. The present book builds on, and extends, contributions in philosophy and higher education to argue that this assumption is misplaced: with serious implications for modern higher education and its role in informing societal decisions and government policy. The book develops a philosophical foundation for the analysis of the connection between higher education incentives, scientific progress and societal outcomes. That in turn is used to demonstrate how the current approach to incentivising intellectual and scientific progress is likely not only to fail, but in fact to cause harm on the very dimensions it purports to improve. The arguments presented are illustrated with examples from medicine and academic economics, making the book one of the first to examine issues of scientific progress and social consequences across the human and social sciences. In doing so, it develops a novel critique of modern economics that in turn provides a more philosophically substantive foundation for popular critiques of economics than has existed to date.




Equitable Evaluation


Book Description

The World Health Organization (WHO) defines equity as the absence of preventable or remediable disparities among various groups of individuals, regardless of how these groups are delineated, whether by social, economic, demographic or geographic factors. The goal of equity is to eliminate the unfair and avoidable circumstances that deprive people of their rights. Therefore, inequities generally arise when certain population groups are unfairly deprived of basic resources that are made available to other groups. A disparity is ‘unfair’ or ‘unjust’ when its cause is due to the social context rather than biological factors. Equitable evaluation contends that conducting evaluation practices with an equity approach is more powerful, as evaluation is used as a tool for advancing equity. It emphasises that context, culture, history, and beliefs shape the nature of evaluations, specifically in the diverse and often complex African reality. Equitable evaluation can render power to the powerless, offer a voice to the silenced and give presence to those treated as invisible. Evidence from various sources shows that inequality is prevalent on the African continent, hence the need to focus on evaluative solutions that address the structural issues that contribute to the different forms of inequality, such as economic, political and social inequality. Despite a plethora of development interventions on the African continent, a large proportion of the population on the continent is still lacking access to basic goods and services for survival. The effectiveness of developmental programmes in sub-Saharan Africa has been elusive, to the extent that minimal inroads have been made in addressing key challenges such as poverty, inequality and the effects of climate change. This scholarly book aims to invigorate academic discussions surrounding developmental programmes, with the goal of generating insights that can be utilised by evaluation commissioners and decision-makers to help address inequality and promote a more equitable society in Africa through improved evaluation processes.

Research Universities in Africa


Book Description

From the early 2000s, a new discourse emerged, in Africa and the international donor community, that higher education was important for development in Africa. Within this zeitgeist of converging interests, a range of agencies agreed that a different, collaborative approach to linking higher education to development was necessary. This led to the establishment of the Higher Education Research and Advocacy Network in Africa (Herana) to concentrate on research and advocacy about the possible role and contribution of universities to development in Africa. This book is the final publication to emerge from the Herana project. The project has also published more than 100 articles, chapters, reports, manuals and datasets, and many presentations have been delivered to share insights gained from the work done by Herana. Given its prolific dissemination, it seems reasonable to ask whether this fourth and final publication will offer the reader anything new. This book is certainly different from previous publications in several respects. First, it is the only book to include an analysis of eight African universities based on the full 15 years of empirical data collected by the project. Second, previous books and reports were published mid-project. This book has benefited from an extended gestation period allowing the authors and contributors to reflect on the project without the distractions associated with managing and participating in a large-scale project. For the first time, some of those who have been involved in Herana since its inception have had the opportunity to at least make an attempt to see part of the wood for the trees. Different does not necessarily mean new. An emphasis on the newness of the data and perspectives presented in this book is important because it shows that it is more than a historical record of a donor-funded project. Rather, each chapter in this book brings, to a lesser or greater extent, something new to our understanding of universities, research and development in Africa.

Higher education's response to the Covid-19 pandemic

Universities and Economic Development in Africa

"Universities and economic development in Africa presents the synthesisesand key findings of eight African countries and universities. The analysis and discussions presented in the book draw the following three main conclusions: 1. There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there are exemplary development projects that connect strongly to external stakeholders and strengthen the academic core, the challenge is how to increase the number of these projects. The project on which this report is based forms part of a larger study on Higher Education and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA).
