Study Supporting the Evaluation of Regulation (EC) No 1013/2006 on Shipments of Waste

Book Description

This report presents the findings of an evaluation study contracted by the European Commission concerning Regulation (EC) No 1013/2006 on shipments of waste as amended (the Waste Shipment Regulation or WSR) as well as Regulation (EC) No 1418/2007 concerning the export for recovery of certain waste listed in Annex III or IIIA to Regulation (EC) No 1013/2006 to certain countries to which the OECD Decision on the control of transboundary movements of wastes does not apply. A combination of research methods and analytical tools have been used, including literature review and consultation via both open public questionnaires as well as targeted questionnaires and interviews. Overall, this study finds the regulations effective, relevant, coherent and adds value at EU level, although some issues remain including the lack of harmonised inspection regimes, diverging classifications of waste, and difficulties to adapt to circular economy. Conclusions on the efficiency of the WSR were mixed, with concerns over inefficiencies (including the review process of the Regulation (EC) No 1418/2007) and significant costs caused by the regulation, although little data came to justify the claims.

Shipping green-listed waste

Book Description

This guidance gives information on the requirements related to shipping of green-listed waste. As a general rule, a permit is required for transfrontier shipments of waste. Shipments of non-hazardous, so-called green-listed waste for recovery constitute an exception to this rule. The legal background is set forth in the Regulation (EC) No. 1013/2006 on shipments of waste. Articles 3 and 18 of the Regulation concern shipments of green-listed waste

The Transfrontier Shipment of Waste (Amendment) Regulations 2008

Book Description

Enabling power: European Communities Act 1972, s. 2 (2). Issued: 15.01.2008. Made: 07.01.2008. Laid: 11.01.2008. Coming into force: 05.02.2008. Effect: S.I. 2007/1711 amended. Territorial extent & classification: E/W/S/NI. General. EC note: These Regulations amend the Transfrontier Shipment of Waste Regulations 2007. They insert regulation 23A which creates an offence for failure to comply with Commission Regulation (EC) No 1418/2007 which sets out the requirements for, and prohibitions that apply to, the export of waste listed in Annex III or IIIA to Regulation (EC) No 1013/2006 on shipments of waste that is destined for recovery in non-OECD Decision countries. They also insert regulation 23B which creates an offence for failure to comply with Article 37(5) of Regulation (EC) No 1013/2006 which applies the procedure of prior written notification and consent to the export of waste for recovery in countries to which the OECD Decision does not apply. Regulations 23A(4) and 23B(2)(b) create offences for failure to comply with Article 37(4) of Regulation (EC) No 1013/2006 which requires such waste to be sent to facilities that are authorised in the country of destination

End-Of-life Management

Book Description

Solar photovoltaic (PV) deployment has grown at unprecedented rates since the early 2000s. As the global PV market increases, so will the volume of decommissioned PV panels, and large amounts of annual waste are anticipated by the early 2030s. Growing PV panel waste presents a new environmental challenge, but also unprecedented opportunities to create value and pursue new economic avenues. This report, prepared jointly by the International Renewable Energy Agency (IRENA) and the International Energy Agency Photovoltaic Power Systems Programme (IEA-PVPS), is the first-ever projection of PV panel waste volumes to 2050. It highlights that recycling or repurposing solar PV panels at the end of their roughly 30-year lifetime can unlock an estimated stock of 78 million tonnes of raw materials and other valuable components globally by 2050. If fully injected back into the economy, the value of the recovered material could exceed USD 15 billion by 2050.
