Within twenty days after the passage of this act, the Governor, by and with the advice and consent of the Senate, is authorized to appoint three per sons as commissioners to compile and revise all statutes of the State of New York aliecting banks, banking and trust companies which shall be in force at the time such commissioners shall make their report, and in the execution of their duties, said commissioners shall have free access to any of the public records and papers of the State, and be permitted to examine the same Without fee or reward.
