The linguistic integration of adult migrants: from one country to another, from one language to another

The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

Report on the 2018 Council of Europe and ALTE survey on language and knowledge of society policies for migrants Migration is one of the most contentious issues in current international politics. To better understand this issue, the Council of Europe conducted an extensive survey among Council of Europe member states on requirements regarding language and knowledge of society that migrants must meet to obtain access to the country, residency or citizenship. This report, based on that survey, will be relevant to anybody interested in migration and language policy. It pays particular attention to vulnerable learner groups and the degree to which member states provide migrants with adequate learning opportunities. In addition to discussing current trends, it also shows that language and knowledge of society requirements were gradually made stricter between 2007 and 2018. Based on the survey results and on available research, the authors formulate a number of policy recommendations, emphasising the importance of providing adequate learning opportunities and warning against requirements that might hinder, rather than foster, integration.

Literacy and second language learning for the linguistic integration of adult migrants

Language skills foster, among other things, social inclusion, access to education and employment. Within this context, non-literate or low-literate migrants have specific educational needs. This reference guide is meant for language educators, curriculum designers and language policy makers in their endeavour to design, implement, evaluate and improve curricula tailored toward the specific needs of non- and low-literate adult migrants. This group of migrants faces the complex and demanding task of learning a language while either learning to read and write for the first time or developing their literacy skills. They rarely receive adequate instruction in terms of hours of tuition and targeted teaching approaches, whereas they are very often requested to take a compulsory written test. The reference guide contains: a definition of target users and learners; the rationale related to the development of the descriptors; principles for teaching literacy and second languages; scales and tables of descriptors; aspects of curriculum design at the macro, meso and micro levels and recommendations on assessment procedures and tools within the learning environment. Integration and Resettlement of Refugees and Forced Migrants

Since 2017, the United States and Europe—among many other refugee-hosting countries—have made significant changes in their refugee policies. New visa restrictions, travel bans, and other regulations were imposed by national governments. At the local level, towns and cities responded in different ways: some resisted national policy by declaring themselves “sanctuary cities”, while others supported exclusionary policies. These different responses influenced refugees’ ability to settle and become integrated. The Refugees in Towns (RIT) project at Tufts University explores local urban integration experiences, drawing on the knowledge and perspectives of refugees and citizens in towns around the world. Since 2017, more than 30 RIT case studies have deepened our local knowledge about the factors that enable or obstruct integration, and the ways in which migrants and hosts co-exist, adapt, and struggle with integration. In this Special Issue, seven articles explore urban integration in towns in Europe (Frankfurt-Rödelheim, Germany; Newcastle, UK; Ambertois, France; Italy’s cities; and Belgrade, Serbia) and in North America: Bhutanese refugee-hosting US cities, and Antigonish, Canada. The papers explore how refugees and citizens interact; the role of officials and politicians in enabling or obstructing integration; the social, economic, and cultural impact of migration; and the ways—inclusive or exclusive—locals have responded.




Guide for the linguistic inclusion of migrants

Designed to create tangible materials which support the demands of this context, the INCLUDEED Erasmus+ project aims to integrate migrants and refugees through one of Europe’s greatest assets - their languages. This guide aims to become an ally of both those who wish to deepen their knowledge of the migration phenomenon and those who wish to facilitate the integration process of these groups. Developed from the experience that the Universities of the consortium have in this field (University of Salamanca, University of Bologna, University of Coimbra, University of Heidelberg, University of Poitiers and Trinity College Dublin), this document emanates from a common effort as well as from the will to form an egalitarian society in terms of integration. However, this would not have been possible without the support of various non-governmental organisations (Red Cross, ACCEM, CEPAIM Foundation and Sierra-Pambley Foundation) which, dedicated to the reception and integration of migrants and refugees throughout Europe, have facilitated the identification of difficulties and enabled bridges to be built between different perspectives and joint efforts to converge in the same direction. This guide addresses the various challenges that emerge during the integration period of these groups and proposes solutions that can help this complex process to be successful. Designed as a useful vade mecum for the performance of the tasks of the various groups (language teaching professionals or volunteers, non-governmental organisations and national and supranational public institutions), it is a support tool that guides the actions of those involved in the process of linguistic integration of newly arrived people. It provides them with a better understanding of the situation in which these groups find themselves and of the tools available to achieve this. In short, it is a document that seeks to bring together, through informative but rigorous text, the theoretical advances in this field and to offer various resources that can be put into practice in real life.
