Lattices are geometric objects that can be pictorially described as the set of intersection points of an infinite, regular n-dimensional grid. De spite their apparent simplicity, lattices hide a rich combinatorial struc ture, which has attracted the attention of great mathematicians over the last two centuries. Not surprisingly, lattices have found numerous ap plications in mathematics and computer science, ranging from number theory and Diophantine approximation, to combinatorial optimization and cryptography. The study of lattices, specifically from a computational point of view, was marked by two major breakthroughs: the development of the LLL lattice reduction algorithm by Lenstra, Lenstra and Lovasz in the early 80's, and Ajtai's discovery of a connection between the worst-case and average-case hardness of certain lattice problems in the late 90's. The LLL algorithm, despite the relatively poor quality of the solution it gives in the worst case, allowed to devise polynomial time solutions to many classical problems in computer science. These include, solving integer programs in a fixed number of variables, factoring polynomials over the rationals, breaking knapsack based cryptosystems, and finding solutions to many other Diophantine and cryptanalysis problems.

Research in computational group theory, an active subfield of computational algebra, has emphasised three areas: finite permutation groups, finite solvable groups, and finitely presented groups. This volume contains the refereed proceedings of the Workshop on Cryptography and Computational Number Theory, CCNT'99, which has been held in Singapore during the week of November 22-26, 1999. The workshop was organized by the Centre for Systems Security of the Na tional University of Singapore. We gratefully acknowledge the financial support from the Singapore National Science and Technology Board under the grant num ber RP960668/M. The idea for this workshop grew out of the recognition of the recent, rapid development in various areas of cryptography and computational number the ory. The event followed the concept of the research programs at such well-known research institutions as the Newton Institute (UK), Oberwolfach and Dagstuhl (Germany), and Luminy (France). Accordingly, there were only invited lectures at the workshop with plenty of time for informal discussions. It was hoped and successfully achieved that the meeting would encourage and stimulate further research in information and computer security as well as in the design and implementation of number theoretic cryptosystems and other related areas. Johannes Buchmann is internationally recognized as one of the leading figures in areas of computational number theory, cryptography and information security.
