The Not-Quite-Angels homes are on the base of the clouds and they all have clouds overhead, hiding them from view. The Not-Quite-Angels are children who have left the earth before they have a chance to grow up. Here, in the clouds surrounding the Earth, they have time to learn and grow. As soon as they are fully-grown, and mature, they graduate to a much higher place and become full-fledged Angels.
