The Secretary-General of the United Nations is a unique figure in world politics. At once civil servant, the world's diplomat, lackey of the UN Security Council, and commander-in-chief of up to a hundred thousand peacekeepers, he or she depends on states for both the legitimacy and resources that enable the United Nations to function. The tension between these roles - of being secretary or general - has challenged every incumbent. This book brings together the insights of senior UN staff, diplomats and scholars to examine the normative and political factors that shape this unique office with particular emphasis on how it has evolved in response to changing circumstances such as globalization and the onset of the 'war on terror'. The difficulties experienced by each Secretary-General reflect the profound ambivalence of states towards entrusting their security, interests or resources to an intergovernmental body.

This text is a revised edition and contains new material documenting the extensive and rapid innovations in the UN Security Council's procedures of the past two decades. It provides insight into the inside workings of the world's pre-eminent body for the maintenance of international peace and security. Grounded in the history and politics of the Council, it describes the ways the Council has responded through its working methods to a changing world. It explains the Council's role in its wider UN Charter context and examines its relations with other UN organs and its own subsidiary bodies.

It has been 50 years since the UN Secretary General Dag Hammarskjold mysteriously died in a plane crash in Africa. Williams uncovers new evidence to demonstrate conclusively that the horrific conflict in the Congo was driven not so much by internal divisions as by the Cold War and the West's determination to control post-colonial Africa.

For years the United States has treated the United Nations as an extension of its own foreign policy, while other member states--especially smaller, less influential countries--have looked to the United Nations to represent their collective interests. This conflict escalated in the fall of 1996, when the United States unilaterally decided to deny Secretary-General Boutros Boutros-Ghali a second term. In this book Boutros-Ghali argues that U.S. policy toward the United Nations threatens the fragile fabric of the international organization. By selectively consulting the Security Council, the United States has frequently condemned the United Nations to the status of scapegoat in international affairs, notably during peacekeeping missions in Bosnia, Somalia, and Rwanda. Meanwhile, the United Nations's financial crisis persists as the United States fails to pay its bills while seeking to further increase its already considerable influence within the organization. In October 1995 President Clinton lavishly praised Boutros-Ghali for his "outstanding leadership," and thanked him for his "vision." Yet, a mere four months later, the Clinton administration decided that Boutros-Ghali would have to go. What happened in that short time to convince the United States that the secretary-general was now a liability? United States domestic electoral politics were decisive: While campaigning for the primaries, Bob Dole was scoring heavily by repeatedly ridiculing Boutros-Ghali. To neutralize Dole's challenge, Clinton denied the controversial secretary-general a second term, vetoing his reelection in the Security Council despite unanimous support from its other members. Boutros-Ghali reveals the dramatic conflict and the personalities involved and considers the future of the United Nations in light of American domination.
