The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. This book was published as a special issue of Perspectives on European Politics and Society

Ten years ago, the U.N. and the U.S. enacted laws and treaties against human trafficking. Since then, the international community has witnessed tangible progress in the effort to end the scourge of trafficking in persons. Countries that once denied the existence of human trafficking now work to identify victims and help them overcome the trauma of modern slavery, as well as hold responsible those who enslave others. This Report outlines the continuing challenges across the globe, It highlights several key trends, including the suffering of women and children in involuntary domestic servitude, the challenges and successes in identifying and protecting victims, and the need to include anti-trafficking policies in our response to natural disasters. There is extraordinary variation in how governments treat multinational corporations in emerging economies; in fact, governments around the world have nationalized or eaten away at the value of foreign-owned property in violation of international treaties. This even occurs in poor countries, where governments are expected to, at a minimum, respect the contracts they make with foreign firms lest foreign capital flee. In The Shield of Nationality, Rachel Wellhausen introduces foreign-firm nationality as a key determinant of firms' responses to government breaches of contract. Firms of the same nationality are likely to see a compatriot's broken contract as a forewarning of their own problems, leading them to take flight or fight. In contrast, firms of other nationalities are likely to meet the broken contract with apparent indifference. Evidence includes quantitative analysis and case studies that draw on field research in Ukraine, Moldova, and Romania.

In recent years, smart specialisation has been a key building block of regional economic and development policy across the European Union. Providing targeted support for innovation and research, it has helped identify those areas of greatest strategic potential, developing mechanisms to involve the fullest range of stakeholders, before setting strategic priorities and using the policy to maximize the knowledge-based potential of a region or territory. Governing Smart Specialisation contributes to the emerging debate about the role of the ‘entrepreneurial discovery process’ (EDP), which is at the heart of smart specialisation strategies for regional economic transformation. Particular focus in placed on what methods, procedures and institutional conditions are necessary in order to generate information that helps buttress policy decisions. It draws on existing literature that analyses the relevance of EDP within smart specialisation for regional policy. Chapters are complemented with case studies about regions with different geographical and socioeconomic characteristics in Europe: from Norwegian regions to the Greek region of East Macedonia and Thrace. As one of the first books to directly address the EDP, this is essential reading for students interested in regional economics, public policy, urban studies and technology innovation, as well as for policy makers in regional and national administrations.
