I trust that all proper facili ties will be allowed to him. R. B. Hayes. Through this kindness of the President I was en abled to make a limited examination of the Monroe Papers, so-called, in the Department of State. From among them I was allowed to make some copies and extracts, and in this collection, the extent and impor tance of which did not greatly impress me, I found the only copy I have been able to see of Monroe's address to the people of Virginia, giving his grounds for opposing the Constitution of the United States. The abstract to be found in this volume was taken from that printed copy. But in the discussion of this point the author is not disposed to take a prominent part. The period treated of, and in which is embraced most things now of interest in this Government and people, terminates with the subject of this volume: that is, the work of reconstruction after the War of the Rebellion. Another similar work, beginning where this ends, must be the history of a new era in the life of the Republic; of new men, new measures, new events, new spirit, of a regenerated nationality. My task here ends.
