The Role of Public Participation in Energy Transitions provides a conceptual and empirical approach to stakeholder and citizen involvement in the ongoing energy transition conversation, focusing on projects surrounding energy conversion and efficiency, reducing energy demand, and using new forms of renewable energy sources. Sections review and contrast different approaches to citizen involvement, discuss the challenges of inclusive participation in complex energy policymaking, and provide conceptual foundations for the empirical case studies that constitute the second part of the book. The book is a valuable resource for academics in the field of energy planning and policymaking, as well as practitioners in energy governance, energy and urban planners and participation specialists. - Explains both key concepts in public participation and involvement, along with empirical results gained in implementing these concepts - Links theoretical knowledge with conceptual and real-life applications in the energy sector - Instructs energy planners in how to improve planning and transformation processes by using inclusive governance methods - Contains insights from case studies in the fully transitioned German system that provide an empirical basis for action for energy policymakers worldwide

This extensively revised and updated fourth edition of Planning in the USA continues to provide a comprehensive introduction to the policies, theory and practice of planning. Outlining land use, urban planning, and environmental protection policies, this fully illustrated book explains the nature of the planning process and the way in which policy issues are identified, defined, and approached. This full colour edition incorporates new planning legislation and regulations at the state and federal layers of government, updated discussion on current economic issues, and examples of local ordinances in a variety of planning areas. Key updates include: a new chapter on planning and sustainability; a new discussion on the role of foundations and giving to communities; a discussion regarding the aftermath of Katrina in New Orleans; a discussion on deindustrialization and shrinking cities; a discussion on digital billboards; a discussion on recent comprehensive planning efforts; a discussion on land banking; a discussion unfunded mandates; a discussion on community character; a companion website with multiple choice and fill the blank questions, and ‘test yourself’ glossary terms. This book gives a detailed account of urbanization in the United States and reveals the problematic nature and limitations of the planning process, the fallibility of experts, and the difficulties facing policy-makers in their search for solutions. Planning in the USA is an essential book for students, planners and all who are concerned with the nature of contemporary urban and environmental problems.

For more than one hundred years, governments have grappled with the complex problem of how to revitalize distressed urban areas. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics. The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).
