It consists of both source documents and commentary on the historical trends to elaborate and codify international instruments and standards in this field (especially by the League of Nations system: 1919--1940, and the United Nations system: 1946--1994), as well as action taken by governmental, intergovernmental, and non-governmental organizations to promote and protect youth rights. It concludes with a call for a new international instrument and monitoring machinery to better promote and protect the rights of youth on a global basis. Young people grow up in varied circumstances with different priorities and perspectives. While youth does not exist as a single group we need to understand what is happening in young people's lives.
