The Social Direction of the Public Sciences

This volume of the Sociology of the Sciences Yearbooks stems from our experience that collaborations between non-scientists and scientists, often initiated by scientists seeking greater social relevance for science, can be of major importance for cognitive development. It seemed to us that it would be useful to explore the conditions under which such collaborations affect scientific change and the nature of the processes involved. This book therefore focuses on a number of instances in which scientists and non-scientists were jointly involved in the genera tion of scientific results at the "interface" of science and society. Despite the considerable variety of cases reported here, a number of questions are central. Under what conditions do such cooperative processes occur? What perceptions of social relevance and what sorts of col laborations with non-scientific groups are involved? How is this collaboration achieved, and through what forums? How can insights into its conditions and mechanisms stabilize such cooperations over a longer period of time? If they are stabilized, do they really affect science, or do they mainly function to shield the rest of the science system against external influences? These questions are pertinent both to intellectual problems in the sociology of science and to the practical concerns of modern science policies. The significance of relations between knowledge producers and knowledge consumers and interest in how these relations affect science and society have changed considerably in recent decades.




Public Policy and Social Change

In this book, the evolution of building a modern and creative society in China is explored in juxtaposition with the development of school education in China. The authors examine how music education may help initiate a policy dialogue on creativity in Chinas school music education and the challenges between contemporary cultural and social values and communist ideologies, and between collectivism and individualism. Next, the authors propose a framework for effective policy practice and detail evidence-based strategies for competent social service policy practice. The framework is drawn from research, professional experience, the experience of colleagues, and the experience of social work students. A study is presented on junior secondary school students preferred musical styles and how different social factors have fashioned their musical preferences in contemporary Hong Kong culture. This study showed that music listening functioned as an aesthetic and leisure activity, but more importantly as a means of socialization. An important chapter is included that defines powerful network actors in public policy, demonstrates the effects of their actions, and explains reasons behind different types of networking. The authors review the five stages of policy cycle: formation, formulation, decision-making, implementation, and evaluation, placing greater emphasis on implementation. In closing, the concept of social change is examined from various angles, using differing definitions as given by many sociologists. The authors maintain that society, in conjunctio with social change, is dynamic and in a constant state of transformation.

Structures of Scientific Collaboration

How technology and bureaucracy shape collaborative scientific research projects: an empirical study of multiorganizational collaboration in the physical sciences. Collaboration among organizations is rapidly becoming common in scientific research as globalization and new communication technologies make it possible for researchers from different locations and institutions to work together on common projects. These scientific and technological collaborations are part of a general trend toward more fluid, flexible, and temporary organizational arrangements, but they have received very limited scholarly attention. Structures of Scientific Collaboration is the first study to examine multi-organizational collaboration systematically, drawing on a database of 53 collaborations documented for the Center for History of Physics of the American Institute of Physics. By integrating quantitative sociological analyses with detailed case histories, Shrum, Genuth, and Chompalov pioneer a new and truly interdisciplinary method for the study of science and technology. Scientists undertake multi-organizational collaborations because individual institutions often lack sufficient resources--including the latest technology--to achieve a given research objective. The authors find that collaborative research depends on both technology and bureaucracy; scientists claim to abhor bureaucracy, but most collaborations use it constructively to achieve their goals. The book analyzes the structural elements of collaboration (among them formation, size and duration, organization, technological practices, and participant experiences) and the relationships among them. The authors find that trust, though viewed as positive, is not necessarily associated with successful projects; indeed, the formal structures of bureaucracy reduce the need for high levels of trust--and make possible the independence so valued by participating scientists.

This pioneering book, first published in 1987, launched the new field of social studies of technology. It introduced a method of inquiry—social construction of technology, or SCOT—that became a key part of the wider discipline of science and technology studies. The book helped the MIT Press shape its STS list and inspired the Inside Technology series. The thirteen essays in the book tell stories about such varied technologies as thirteenth-century galleys, eighteenth-century cooking stoves, and twentieth-century missile systems. Taken together, they affirm the fruitfulness of an approach to the study of technology that gives equal weight to technical, social, economic, and political questions, and they demonstrate the illuminating effects of the integration of empirics and theory.
