They then consider policies designed to win over the middle class, including health care policy, employer-provided social benefits, wages and jobs, and crime policy. Technology and Social Inclusion

Much of the discussion about new technologies and social equality has focused on the oversimplified notion of a "digital divide." Technology and Social Inclusion moves beyond the limited view of haves and have-nots to analyze the different forms of access to information and communication technologies. Drawing on theory from political science, economics, sociology, psychology, communications, education, and linguistics, the book examines the ways in which differing access to technology contributes to social and economic stratification or inclusion. The book takes a global perspective, presenting case studies from developed and developing countries, including Brazil, China, Egypt, India, and the United States. A central premise is that, in today's society, the ability to access, adapt, and create knowledge using information and communication technologies is critical to social inclusion. This focus on social inclusion shifts the discussion of the "digital divide" from gaps to be overcome by providing equipment to social development challenges to be addressed through the effective integration of technology into communities, institutions, and societies. What is most important is not so much the physical availability of computers and the Internet but rather people's ability to make use of those technologies to engage in meaningful social practices.

Globalization, modernization, and technologization have brought rapid social and economic change while also increasing diversity of democratic societies. Plurality of democracy, once viewed as a progressive ideology, has been met by the movement of identity politics to the margins of society. Although social movements demanding recognition on the part of groups that were once invisible to mainstream society have brought attention to systemic inequities, prejudice, and discriminatory policies, other groups feeling a loss of status and a sense of displacement have pushed back with counterclaims and protests. These conflicting narratives have fractured society and segmented the populace along narrowly defined identities, creating a new era of democracy and isolationism. Today in the United States we see the troubling effects of increasingly polarized political discourse: amplified gridlock within government, the politicization and fragmentation of economic and social life, and the suppression of the spread of information across ideological lines. The socio-political climate in America is characterized by skepticism, hostility, distrust, claims of fake news, and unwavering opposition. The divide within our nation has shifted the narrative of democracy from promoting the common good to protecting the interests of likeminded factions and the preservation of power and privilege. In recent decades, researchers focused attention on studying the social, geographic, political, and technological polarization in the United States. Trends manifest in myriad ways, both in politics and in everyday life, and expose the divergence between urban and rural communities. These inquiries also suggest that causes and effects of identity politics and polarization are too complex to be studied within the confines of a single discipline. Its exploration, therefore, requires participation and collaboration from scholars in many different fields, particularly those working in the social sciences. Divergent Social Worlds


Book Description

More than half a century after the first Jim Crow laws were dismantled, the majority of urban neighborhoods in the United States remain segregated by race. The degree of social and economic advantage or disadvantage that each community experiences—particularly its crime rate—is most often a reflection of which group is in the majority. As Ruth Peterson and Lauren Krivo note in Divergent Social Worlds, "Race, place, and crime are still inextricably linked in the minds of the public." This book broadens the scope of single-city, black/white studies by using national data to compare local crime patterns in five racially distinct types of neighborhoods. Peterson and Krivo meticulously demonstrate how residential segregation creates and maintains inequality in neighborhood crime rates. Based on the authors' groundbreaking National Neighborhood Crime Study (NNCS), Divergent Social Worlds provides a more complete picture of the social conditions underlying neighborhood crime patterns than has ever before been drawn. The study includes economic, social, and local investment data for nearly nine thousand neighborhoods in eighty-seven cities, and the findings reveal a pattern across neighborhoods of racialized separation among unequal groups. Residential segregation reproduces existing privilege or disadvantage in neighborhoods—such as adequate or inadequate schools, political representation, and local business—increasing the potential for crime and instability in impoverished non-white areas yet providing few opportunities for residents to improve conditions or leave. And the numbers bear this out. Among urban residents, more than two-thirds of all whites, half of all African Americans, and one-third of Latinos live in segregated local neighborhoods. More than 90 percent of white neighborhoods have low poverty, but this is only true for one quarter of black, Latino, and minority areas. Of the five types of neighborhoods studied, African American communities experience violent crime on average at a rate five times that of their white counterparts, with violence rates for Latino, minority, and integrated neighborhoods falling between the two extremes. Divergent Social Worlds lays to rest the popular misconception that persistently high crime rates in impoverished, non-white neighborhoods are merely the result of individual pathologies or, worse, inherent group criminality. Yet Peterson and Krivo also show that the reality of crime inequality in urban neighborhoods is no less alarming. Separate, the book emphasizes, is inherently unequal. Divergent Social Worlds lays the groundwork for closing the gap—and for next steps among organizers, policymakers, and future researchers. Divide and Pacify


Book Description

Despite dramatic increases in poverty, unemployment, and social inequalities, the Central and Eastern European transitions from communism to market democracy in the 1990s have been remarkably peaceful. This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits. Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences. Divide and Pacify contains a provocative thesis about the manner in which political strategy was used to consolidate democracy in post-communist Hungary, Poland, and the Czech Republic. Pieter Vanhuysse develops a tight argument emphasizing the strategic use of welfare and unemployment compensation policies by a government to nip potential collective action against it in the bud. By breaking up social networks that might otherwise facilitate protest, through unemployment and induced early retirement, governments were able to survive otherwise difficult economic circumstances. This novel argument linking economics, politics, sociology, and demography should stimulate wide-ranging debate about the strategic uses of social policy.

The Time Divide
