The period between the mid-1880s and the First World War was the high point of the navalist movement - but the idea of 'navalism' took many forms, and meant different problems and different solutions to various groups within British society and the British government. New Crusade examines one form of the British navalist movement: directed navalism. As opposed to the broader cultural conception of British naval power, directed navalism consisted of a cooperative, symbiotic working relationship between three elite and self-selecting groups: serving naval officers (professionals), naval correspondents and editors working for national newspapers and periodicals (press), and members of Parliament who dealt with naval issues (politicians). Directed navalism meant agitation for a specific, achievable goal. It was the bedrock upon which the more popular and ultimately more successful cultural navalism of fleet reviews and music halls was built. Though directed navalism collapsed before the First World War, it was extraordinarily successful in its time, and it was a necessary precursor for the creation of a national discourse in which cultural navalism could thrive. Its rise and fall is the story of this book.

Navies in Northern Waters is a collection of articles covering the roles played by the secondary navies of northern European powers and the United States within the maritime balance of power. The contributions covering the 18th and 19th centuries focus on their relations with each other as they sought to create a counterweight to the dominant naval power of Britain. The inter-war years are treated from the perspectives of international disarmament efforts within the framework of collective security, and the subsequent naval rivalry in the Baltic area in the years leading up to the Second World War. For the post-1945 period, the contributions concentrate on superpower rivalry in northern waters during the Cold War, the changing aspects of security policy since the collapse of the Soviet Union and the particular challenges facing small coastal states policing extensive waters of increasing economic importance.

Liberalism and Naval Strategy (1986) examines the role that liberalism played in shaping the naval strategy of the Pax Britannia. Liberalism was linked to commercial interest, and the devotion of the middle classes to peaceful commerce and their suspicion of force as government policy helped to inform critical choices. The traditional British naval strategy of the mercantilist era persisted into the early nineteenth century when the Royal Navy’s policing of the seas against piracy and the slave trade antagonized trade rivals, particularly America. By the 1850s, Britain granted immunity to neutral shipping – after much debate, with some of the century’s leading thinkers, including Mill and Marx, taking prominent parts in the naval controversies. This book examines these events, as well as the writings of contemporary naval strategists including the Colomb brothers. It also discusses the strategic posture of the Admiralty and its opponents before and during the war against Germany in 1914.




Jutland

During the first two years of World War I, Germany struggled to overcome a crippling British blockade of its mercantile shipping lanes. With only sixteen dreadnought-class battleships compared to the renowned British Royal Navy's twenty-eight, the German High Seas Fleet stood little chance of winning a direct fight. The Germans staged raids in the North Sea and bombarded English coasts in an attempt to lure small British squadrons into open water where they could be destroyed by submarines and surface boats. After months of skirmishes, conflict erupted on May 31, 1916, in the North Sea near Jutland, Denmark, in what would become the most formidable battle in the history of the Royal Navy. In Jutland, international scholars reassess the strategies and tactics employed by the combatants as well as the political and military consequences of their actions. Most previous English-language military analysis has focused on British admiral Sir John Jellicoe, who was widely criticized for excessive caution and for allowing German vice admiral Reinhard Scheer to escape; but the contributors to this volume engage the German perspective, evaluating Scheer's decisions and his skill in preserving his fleet and escaping Britain's superior force. Together, the contributors lucidly demonstrate how both sides suffered from leadership that failed to move beyond outdated strategies of limited war between navies and to embrace the total war approach that came to dominate the twentieth century.
