The most recent release contains the following updates: Booklet 9 (Export Administration Regulations, 15 C.F.R. pts. 730-740 and 747-748) has been fully updated to include numerous recent amendments, including changes to Parts 730 (General Information), 732 (Steps for Using the EAR), 734 (Scope of the Export Administration Regulations), 736 (General Prohibitions), 738 (Commerce Control List Overview and the Country Chart), 740 (License Exemptions), and 748 (Applications (Classification, Advisory, and License) and Documentation). Among the various amendments were additions to the list of validated end-users in the People's Republic of China (found in Supplement No. 7 to Part 748), as well as changes to the license and registration requirements for encryption products (including a complete revision of 15 C.F.R. SC 740.17 (Encryption commodities, software and technology (ENC).)). The amendments also clarify the scope of the direct product rule.
