Excerpt from The World's Congress of Representative Women, Vol. 2: A Historical Resume for Popular Circulation of the World's Congress of Representative Women, Convened in Chicago on May 15, and Adjourned on May 22, 1839, Under the Auspices of the Woman's Branch of the World's Congress Auxiliary Future generations never can understand the social and political conditions which would not permit all citizens to have a voice in the municipal government of the city in which they lived, owned property, and paid taxes. Even we who are living under these conditions can 'not quite comprehend that absolute defiance of equity, justice, and right on the part of men who, having the power, refuse to grant to women the same privileges in the municipality which they themselves enjoy. There is not an interest which men have in the good government of the town or City that is not shared by women. Take, for instance, the question of street improvement, and we find women even more anxious for well-paved and cleanly kept streets. It is their dresses which must sweep up the debris; it is their thinly shod feet which must suffer from the cobble stones between the street railroad-tracks, and from the inequalities of sidewalks and curbstones. Cleanliness is an essential characteristic of women, and if they were invested with the power to bring it about, the littered and dirty streets of our cities would be a thing of the past in a very short time. The woman who looks well to the ways of her own house hold would give equally as good attention to the ways of the city in which she and her family must live. There is a crying need for women in municipal housekeeping. In the making of parks, the building of fountains, the planting of shade-trees, women would feel even greater interest than do men. Originally published in 1977, this book brings together what is known about liberal feminist and socialist movements for the emancipation of women all over the world in the nineteenth and early twentieth centuries. It deals not only with Britain and the United States but also with Australia, New Zealand, France, Germany, Russia, Austria-Hungary and the Scandinavian countries. The chapters trace the origins, development, and eventual collapse of these movements in relation to the changing social formations and political structures of Europe, America and Australasia in the era of bourgeois liberalism. The first part of the book discusses the origins of feminist movements and advances a model or ‘ideal type’ description of their development. The second part then takes a number of case studies of individual feminist movements to illustrate the main varieties of organised feminism and the differences from country to country. The third part looks at socialist women’s movements and includes a study of the Socialist Women’s International. A final part touches on the reason for the eclipse of women’s emancipation movements in the half-century following the end of the First World War, before a general conclusion pulls together some of the arguments advanced in earlier chapters and attempts a comparison between these feminist movements of 1840-1920 and the Women’s Liberation Movement.
