The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

The ninth International Symposium Monitoring of Mediterranean Coastal Areas: Problems and Measurements Techniques was organized by CNR-IBE in collaboration with Italian Society of Silviculture and Forest Ecology, and Natural History Museum of the Mediterranean and under the patronage of University of Florence, Accademia dei Lincei, Accademia dei Georgofili, Tuscany Region, The North Tyrrhenian Sea Ports System Authority, Livorno Municipality and Livorno Province. In the Symposium Scholars had illustrated their activities and exchanged innovative proposals, with common aims to promote actions to preserve coastal marine environment. Despite the COVID 19 pandemic, the success of this edition is attested by the 170 contributions selected by the Scientific Committee from among those received. Participation involved all the thematic lines envisaged by the sessions, involving many countries of the Mediterranean Sea. A big endeavor for a costal environment of paramount importance but threatened by global changes. The importance of this Proceedings is attested by the fact that this volume is the first issue of a new FUP Series.




World Small-scale Fisheries

The importance of fisheries is not lost in the global policy arena. What is often overlooked in the general discourse, however, is the significant difference between small-and large-scale fisheries. Major rethinking about all aspects of small-scale fisheries is required, including their contribution to catches, employment, livelihood, food security and conservation. This book is a collection of essays about the diverse, complex and dynamic contexts that characterize small-scale fisheries around the world. The essays highlight the strengths, capacity, motivation and contributions associated with this fishing sector. They remind us that solutions and opportunities for the viability and sustainability of small-scale fisheries can be found, once the issues are understood from a holistic perspective and possible options, including inventive governance arrangements, are fully explored. The authors are scientists and practitioners who work in small-scale fisheries in various parts of the world, many of whom participated at the first World Small-Scale Fisheries Congress (WSFC), held in Bangkok in October 2010, and are members of the global research network for the future of small-scale fisheries, Too Big To Ignore. The editor, Ratana Chuenpagdee, the initiator of the WSFC, is Canada Research Chair in Natural Resource Sustainability and Community Development at Memorial University of Newfoundland, Canada. The First Global Integrated Marine Assessment

The World Ocean Assessment - or, to give its full title, The First Global Integrated Marine Assessment - is the outcome of the first cycle of the United Nations' Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects. The Assessment provides vital, scientifically-grounded bases for the consideration of ocean issues, including climate change, by governments, intergovernmental agencies, non-governmental agencies and all other stakeholders and policymakers involved in ocean affairs. Together with future assessments and related initiatives, it will support the implementation of the recently adopted 2030 Agenda for Sustainable Development, particularly its ocean-related goals. Strengthening coherence between social protection and fisheries policies

There is growing evidence at the global level of the role that fisheries and social protection policies can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. The Coherence between social protection and fisheries policies Diagnostic Tool provides practical instruments for assessing the coherence between fisheries policies and social protection at country level. It helps to identify and map the scope and nature of links between fisheries policies and social protection interventions within selected countries, including supportive and constraining factors; and understand people’s experiences and perceptions of these links and how the links (or lack thereof) affect their livelihoods. The Diagnostic Tool provides the basis for identifying options for strengthening coherence, including the methodology and interview guides to be applied to country-specific contexts.




Blue Justice

For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives.
