Recently, there has been a renewed concern with highway safety, reflected in wide media coverage and new laws aimed at reducing highway deaths and injuries. Legge examines three initiatives that have been studied only in isolation: stricter drinking-age laws, mandated use of seat belts, and deterrents to drunk driving. His research covers three large industrial states-New York, California, and Michigan, as well as Great Britain, each of which uses a different mix of these initiatives. Using a combination of theory and research methodology, Legge tests a number of models on how traffic fatalities might be reduced and offers valuable suggestions for policy makers, researchers, and activists.

The tool kit will vary among jurisdictions depending on basic legal constraints, community attitudes, road system and traffic characteristics, and resources. The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

The development of the Dutch welfare state in the Netherlands started later than in other Western European countries, but once it started, it grew at a spectacular rate. The development was so rapid that it catapulted the Dutch from being welfare laggards to being welfare leaders. Cox charts the course of this growth, from the nineteenth century to the present, placing the Dutch case within the larger theoretical discussion of welfare states.In so doing, Cox challenges the widely held assumption that welfare programs always represent the policies of the social democratic left. He demonstrates that it was not the left but the more centrist religious parties that built the Dutch welfare state in the 1960s. Despite the undeniable importance of Japan in world affairs, both politically and economically, the office of the Japanese prime minister has recieved far less attention from scholars than have the top political offices in other advanced industrialized democracies. This book is the first major systemic analysis of the Japanese prime minister's role and influence in the policy process.Kenji Hayao argues that the Japanese prime minister can play a major if not critical role in bringing about a change in policy. In Japan the prime minister's style is different from what is considered usual for parliamentary leaders: rather than being strong and assertive, he tends to be reactive. How did the role develop in this way? If he is not a major initiator of policy change, how and under what conditions can the prime minister make his impact felt? Finally, what are the consequences of this rather weak leadership?In answering these questions, Professor Hayao presents two case studies (educational reform and reform of the tax system) involving Nakasone Yasuhiro to see how he be became involved in the policy issues and how he affected the process.
