Agricultural Innovation Systems


Book Description

Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The sourcebook can also be an important resource for the research community and nongovernmental organizations (NGOs).




The Agricultural Scientific Enterprise

The State Agricultural Experiment Stations have played a fundamental role in the development of science and agriculture in the United States. From their inception in 1887, the experiment stations have attempted to wed basic research with practical application and have helped institutionalize a utilitarian approach to agricultural science. Agricultural research and the new technology it helped to generate were major factors in the transformation of U.S. agriculture into a high technology, mechanized, science-based industry. Moreover, the experiment stations, as the first large-scale, publicly supported scientific research institutions in the United States, have also long been models for scientific institutions both here and abroad. Compiled for the 1987 centennial of the State Agricultural Experiment Stations, this volume critically examines past performance, current issues, and future directions for public agricultural research in the United States. Each of the authors, drawn from disciplines as diverse as philosophy and agronomy, focuses on a central concern for the scientific enterprise. Issues include priority setting, maintaining and promoting disciplinary and interdisciplinary effectiveness, supporting higher education for agriculture, and efficacious dissemination of research findings. Ecology, Capitalism and the New Agricultural Economy

Transformation and Sustainability in Agriculture

Public pressure and societal changes induce interventions and policies, which aim to transform agriculture and food provision. This book shows that for upscaling novel practices and organizational models it is important to include meso-level regime aspects in analysis and practice. The argument presented is that our understanding of the human and social dimensions of transformation processes can be enriched by anchoring practice and policy in social theory. A focus on transitions offers a clear view on the direction and velocity of change. This publication aims to complement this by highlighting theoretical insights in the social or institutional mechanisms enabling or hindering change. Essays on a selection of theorists, varying from idealist or materialist accounts, to actor or system approaches, examine what the presented explanatory framework on social change offers in terms of guidance for intervention and action. The value of these theoretical insights is further explored in a selection of case studies in agriculture and food: rural reconstruction in horticulture and livestock, seed supply systems, and pest control. Each case study systematically applies six theoretical frameworks with the purpose of investigating what novel insights arise from looking at the change process from a particular perspective. Through this exercise the often implicit assumptions of hands-on change processes surface. Success in Agricultural Transformation

To lift and keep millions out of poverty requires that smallholder agriculture be productive and profitable in the developing world. Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

This book examines the role of local food movements, enterprises and networks in the transformation of the currently unsustainable global food system. It explores a series of innovations designed to re-integrate sustainable modes of food production and encourage food sovereignty. It provides detailed insights into a specialised network of social actors collaborating in novel ways and creating new economic arrangements across different geographical locales. In working to devise ‘local solutions to global problems’, the initiatives explored in the book represent a ‘second-generation’ food social movement which is less preoccupied with distinctive local qualities than with building socially just food systems aimed at delivering healthy nutrition worldwide. Transforming Food Systems for a Rising India

This open access book examines the interactions between India’s economic development, agricultural production, and nutrition through the lens of a “Food Systems Approach (FSA).” The Indian growth story is a paradoxical one. Despite economic progress over the past two decades, regional inequality, food insecurity and malnutrition problems persist. Simultaneously, recent trends in obesity along with micro-nutrient deficiency portend to a future public health crisis. This book explores various challenges and opportunities to achieve a nutrition-secure future through diversified production systems, improved health and hygiene environment and greater individual capability to access a balanced diet contributing to an increase in overall productivity. The authors bring together the latest data and scientific evidence from the country to map out the current state of food systems and nutrition outcomes.
