This paper examines the experience of existing alternative fuel vehicle programs in the U.S. and China to provide insights into appropriate strategies for developing hydrogen vehicles and infrastructure in China. Although an increasing number of alternative fuel vehicles have been deployed in recent years, various factors have limited this progress, such as large sunk investments in conventional technologies, limited networks of refueling stations, the typically higher cost of alternative fuel vehicles, and the relatively low price of oil. Given these barriers and additional barriers specific to hydrogen, a transition to hydrogen will be a slow process, and must be supported by both near and long-term policies that have clear and measurable goals that take hydrogen beyond fleet applications into broader vehicle markets. A transition to hydrogen vehicles will not occur quickly, but hybrid vehicles should be promoted by government policies and programs. These policies should draw upon resources from both governments and multinational companies to provide incentives for vehicle purchases, promote investment in infrastructure, and disseminate information to raise public awareness. Multinationals may find China to be an ideal testing ground for innovative hydrogen vehicles with appropriate incentive policies and programs.




Transitioning to a Hydrogen Future

The challenges faced by alternative fuels during the last 20 years have much in common with those that face hydrogen (i.e., building markets simultaneously for new vehicle technologies, new fuels, and new infrastructure to support them both). The U.S. set goals in the 1980s and 1990s to derive a substantial portion of its fuel for transportation from non-petroleum alternative fuels by the early 2000s (10% in 2000, 30% in 2010). Although progress has been made through government and private efforts, these goals have not been met for a variety of reasons. Transitions to Alternative Transportation Technologies

Hydrogen fuel cell vehicles (HFCVs) could alleviate the nation's dependence on oil and reduce U.S. emissions of carbon dioxide, the major greenhouse gas. Industry-and government-sponsored research programs have made very impressive technical progress over the past several years, and several companies are currently introducing pre-commercial vehicles and hydrogen fueling stations in limited markets. However, to achieve wide hydrogen vehicle penetration, further technological advances are required for commercial viability, and vehicle manufacturer and hydrogen supplier activities must be coordinated. In particular, costs must be reduced, new automotive manufacturing technologies commercialized, and adequate supplies of hydrogen produced and made available to motorists. These efforts will require considerable resources, especially federal and private sector funding. This book estimates the resources that will be needed to bring HFCVs to the point of competitive self-sustainability in the marketplace. It also estimates the impact on oil consumption and carbon dioxide emissions as HFCVs become a large fraction of the light-duty vehicle fleet.

Hydrogen Powered Transportation

The current status of fossil fuel and alternative energy is a hot topic of today. Many different sides have many different opinions on the transition strategy that will work best as fossil fuel reserves slowly diminish. Seeing the light at the end of the tunnel for fossil fuels allows us to begin envisioning the role of various alternative fuels to replace these energy sources. Hydrogen fits into this transition mostly by replacing oil in the transportation sector as the main energy carrier. Nuclear, geothermal, wind, PV, and wave energy will all be needed to provide for the total global energy demands. A hydrogen platform will also be developed through this century for the transportation sector. Hydrogen will serve as an energy carrier for vehicles and will be used as a form of chemical storage for energy in stationary applications, produced most likely by off-peak excess power. Based on the above information, all countries in the world can be analyzed to assess their potential to become early adopters for hydrogen energy. Even though a basic statistical approach might not provide very accurate results, it provides an insight on early adopters and the status of countries in terms of several commonly measured properties.
