Examining the EU's promotion of human rights for lesbian, gay, bisexual, trans+ and intersex (LGBTI) persons in Uganda during the period of 2009 to 2017, this book investigates how a public administration defines and deals with a wicked problem. The empirical puzzle of how the topic of human rights for LGBTI persons, despite its highly contested nature, travelled between Brussels and Kampala, became codified in form of LGBTI Guidelines (2013) and institutionalized within EU foreign policy is addressed as one of translation and sensemaking. The investigation focuses on the process of problem definition in everyday practice by EU staff and EU member states’ staff in Brussels and Kampala. This book therefore provides key insights into how public administrations deal with wicked problems, how contested ideas can become institutionalized and how an idea is translated and made sense of across time, levels and cultural boundaries. The findings are of interest especially to scholars of wicked problems, sociological new institutionalism and public administration as well as international relations and EU studies, human rights, gender and sexuality studies.

The book initiates a relational turn in policy making and governance by developing further relational political analysis and by taking relational thinking to bear on not just analytic/descriptive issues, but also to normative/prescriptive issues. The need for such a turn, this book argues, comes from the ever-increasing relevance of addressing the so-called wicked problems of governance like climate change, COVID-19 kinds of pandemics, global economic recessions and refugee crises. The book argues for a need to rethink governance as a process from the relational point of view to spur its potential for addressing these problems. What needs to be rethought is not so much the specific tools or resources of governance, but the very issue of whether governance should be seen in terms of tools and resources in the first place. This book shows that the problem of climate adaptation, which is described in social planning terms as ‘wicked,’ is at odds with the contemporary practice of spatial planning. The author proposes a new adjusted framework which is more adaptable to unpredictable, wicked, dynamic and non-linear processes. The inspiration for this new method is the behaviour of swarms: bees, ants, birds and fish are capable of self-organization, which enables the system to become less vulnerable to sudden environmental changes. The framework proposed in Swarm Planning consists of these four elements: Two levels of complexity, the first being the whole system and the second its individual components. Each of these has different attributes for adapting to change. Five layers, consisting of networks, focal points, unplanned space, natural resources and emerging occupation patterns. Each layer has its own spatial dynamic, and each is connected to a spatial scale. Non-linear processes, which emerge in different parts of the framework and include emerging patterns, connectedness and tipping points among others. Two planning processes; the first, ‘from small to large’ works upward from the slowest changing elements to more rapidly-changing ones. The second, ‘on the list of partners’ addresses each layer from networks through emerging occupation patterns. Swarm Planning applies this framework to a series of pilot studies, and appraises its performance using criteria for an adaptive landscape. The results show that the use of the Swarm Planning Framework reduces the vulnerability of landscapes as well as the impact of climate hazards and disasters, improves response to unexpected hazards and contains adaptation strategies. “This book is a must for planners in government and the private sector as it outlines the concept, strategies and techniques for swarm planning.
