This book looks at the flip side of globalization: How does a company from the Global South behave differently when it also produces in the Global North? A Mexican tortilla company, "Tortimundo," has two production facilities within a hundred miles of each other, but on different sides of the U.S.-Mexico border. The workers at the two factories produce the same product with the same technology, but have significantly different work realities. This "global factory" gives Carolina Bank Muñoz an ideal opportunity to reveal how management regimes and company policy on each side of the border apply different strategies to exploit their respective workforces' vulnerabilities. The author's in-depth ethnographic fieldwork shows that the U.S. factory is characterized by an "immigration regime" and the Mexican factory by a "gender regime." In the California factory, managers use state policy and laws related to immigration status to pit documented and undocumented workers against each other. Undocumented workers are subject to harsher punishment, night-shift work, and lower pay. In the Baja California factory, managers sexually harass women—who make up most of the workforce—and create divisions between light- and dark-skinned women, forcing them to compete for managerial attention, which they understand equates with job security. In describing and analyzing the differences in working conditions between the two plants, Bank Muñoz provides important new insights into how, in a globalized economy, managerial strategies for labor control are determined by the interaction of state policies and labor market conditions with race, gender, and class at the point of production.

A story that involves as its main players "workers" and "Walmart" does not usually have a happy ending for labor, so the counternarrative offered by Building Power from Below is must reading for activists and union personnel as well as scholars. In 2008 Walmart acquired a controlling share in a large supermarket chain in Santiago, Chile. As part of the deal Walmart had to accept the unions that were already in place. Since then, Chilean retail and warehouse workers have done something that has seemed impossible for labor in the United States: they have organized even more successful unions and negotiated unprecedented contracts with Walmart. In Building Power from Below, Carolina Bank Muñoz attributes Chilean workers’ success in challenging the world’s largest corporation to their organizations’ commitment to union democracy and building strategic capacity. Chilean workers have spent years building grassroots organizations committed to principles of union democracy. Retail workers’ unions have less structural power, but have significant associational and symbolic power. Their most notable successes have been in fighting for respect and dignity on the job. Warehouse workers by contrast have substantial structural power and have achieved significant economic gains. While the model in Chile cannot necessarily be reproduced in different countries, we can gain insights from the Chilean workers’ approaches, tactics, and strategies.

Becoming Mexipino


Book Description

Becoming Mexipino is a social-historical interpretation of two ethnic groups, one Mexican, the other Filipino, whose paths led both groups to San Diego, California. Rudy Guevarra traces the earliest interactions of both groups with Spanish colonialism to illustrate how these historical ties and cultural bonds laid the foundation for what would become close interethnic relationships and communities in twentieth-century San Diego as well as in other locales throughout California and the Pacific West Coast. Through racially restrictive covenants and other forms of discrimination, both groups, regardless of their differences, were confined to segregated living spaces along with African Americans, other Asian groups, and a few European immigrant clusters. Within these urban multiracial spaces, Mexicans and Filipinos coalesced to build a world of their own through family and kin networks, shared cultural practices, social organizations, and music and other forms of entertainment. They occupied the same living spaces, attended the same Catholic churches, and worked together creating labor cultures that reinforced their ties, often fostering marriages. Mexipino children, living simultaneously in two cultures, have forged a new identity for themselves. Their lives are the lens through which these two communities are examined, revealing the ways in which Mexicans and Filipinos interacted over generations to produce this distinct and instructive multiethnic experience. Using archival sources, oral histories, newspapers, and personal collections and photographs, Guevarra defines the niche that this particular group carved out for itself.
