Book Description

The Treaty between the U.S. and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the New START Treaty) will commit the U.S. and Russia to reductions in strategic offensive arms. By continuing predictability and transparency between the parties, it would ensure strategic stability while enabling the U.S. to maintain an effective nuclear deterrent. New START builds upon the Treaty Between the U.S. and the U.S.S.R. on the START Treaty of 1991 and the Treaty Between the U.S. and the Russian Federation on the Moscow Treaty of 2002. This report recommends that the Senate ratify the new START treaty, as set forth in this report. This is a print on demand report.
