Excerpt from Twenty-First Annual Report of the Bureau of Statistics and Information of Maryland, 1912 Sir: In presenting to Your Excellency the Twenty-first Annual Report of the Bureau of Statistics and Information, I feel that my first sense of duty is to apologize for the lateness of the same, but as you have kept in touch with the affairs of the Bureau I will dwell but briefly on the causes of delay, the first of which was occasioned by a change of administration and naturally a complete change of system. Although this report is long past its due date, we will treat with transactions up to December 31, 1912, only, except where noted and impracticable. Immediately on assuming charge of the Bureau it was my pleasure (and the State's good fortune) to appoint Miss Anna Herkner, Assistant Chief. In this first official act I might well refer to the old adage, Well begun is half done, for it has been most emphatically proven that no mistake was made in this most important appointment, as those who have followed the Bureaus work for the past few months will testify. The work assigned to this Bureau is both general and specific. The duties, in general terms, are the collecting of industrial statistics and the summing up of the annual reports of State offices and State institutions. The specific duties of the Bureau are the maintenance of a free employment agency, the arbitration of labor disputes and the enforcement of the Factory Inspection and Child Labor Laws. Excerpt from Fifteenth Annual Report of the Bureau of Statistics and Information of Maryland, 1906 I herewith present the Fifteenth Annual Report of the Bureau of Statistics and Information of Maryland, and the third report during my term of office. In doing so it is with no misgivings as to the results of the work accomplished during the year, nor is it with any fear that adverse criticism may affect your judgment as to the conduct of the office. Prominently located at 100 Equitable Building, where the office has become well-known to the community, every day it is visited by more and more citizens desirous of information, assistance to secure positions, or permits for children to work. The Legislature of 1906 imposed upon this department the work of enforcing Chapter 192, generally known as the Child-Labor Law, and the work incumbent upon the department as a result of the passage of this measure has taxed its capacity and its ability to the utmost. In the opening chapter of this report we give the results of the work of six months under this law, and feel justified in saying that, under the circumstances, it is most flattering to the department, as well as useful and profitable to the citizens of the State. While the Child-Labor Law is by no means a perfect one, it has resulted in quickening the conscience of the people and arousing the thought for future generations by those who have heretofore believed in letting good enough alone, or taking care of to-day and letting the morrow take care of itself, so far as our citizenship was concerned. The figures will show the great number of children who are earning a living or adding to the income of the family in this State at the expense of their future prospects and ability to become thoughtful and useful citizens. I have not lightly, nor without a due conception of the importance Of such a work in all of its bear ings, entered upon any part of it. Fully persuaded that such an office as this can and should be made a most important adjunct to the State government, I shall faithfully endeavor during my administration of it to place it upon such a basis that there may be assured to the people of the State the valuable results which it is their right to expect and my duty to give them. I shall know no other line of conduct than to adhere Strictly to this policy, and'if thus, happily, I merit the public confidence, the future usefulness of the office may with reasonable certainty be assured. If the central idea, steadily kept in View, is the subordination of all to the common welfare, the consequent attainment of the greatest possible good on the lines marked out is inevitable. He who adepts this as the guiding principle in the execution of any duty has learned well his first lesson and has gone far toward the accomplishment of the ends desired.
