21st Century Democracy Promotion in the Americas

This volume examines the promotion and defense of democracy in the Americas. Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations. This short book makes a connection between recent ‘tectonic shifts’ in the world economy and the political problems currently confronted by western democracies. The shift of manufacturing away from the West, allied to the pressure to keep costs down in an increasingly competitive global economy, has led to economic inequality, reliance on service industry employment and public sector austerity. All this has in turn produced large numbers of desperate citizens attracted to a populist economic nationalism accompanied by xenophobia. However, the originality of this text lies not in the above argument, but in the philosophical reflections which drive and derive from it. These include reflections on history as a supposed causal process; on the need to make ethical judgements of economic activities and the difficulties of doing so; and on the problems confronting modern citizens in understanding complex economic processes and their political implications. Capitalism and Democracy in the Twenty-First Century endorses Wittgenstein’s ‘praxis’ approach to human social life and its study. Accordingly, it not only analyses economic and political problems but suggests ways of solving or mitigating them. Imagine an America where politicians, governmental institutions, schools, new technologies, and interest groups work together to promote informed, engaged citizens. Civic Education in the Twenty-First Century brings together scholars from various disciplines to show how such a United States is possible today. Inspired by Alexis de Tocqueville’s analysis of American democracy in the early 1800s, this edited volume represents a multidimensional evaluation of civic education in its new and varied forms. While some lament a civics crisis in America today, Civic Education in the Twenty-First Century raises hope that we can have an informed and active citizenry. We find the activities of a number of politicians, government institutions, schools and interest groups as promising developments in the struggle to educate and engage Americans in their democracy. New technologies and new innovations in civic education have laid the foundation for a revitalized American civic ecology. With Civic Education in the Twenty-First Century, we call for the United States to make these practices less isolated and more common throughout the county. The volume is broken into three major sections. First there are four chapters exploring the history and philosophical debates about civic education, particularly with respect to its role in America’s educational institutions. Then, the second section provides seven groundbreaking inquiries into how politicians and political institutions can promote civic education and engagement through their routine operations. As some examples, this section explores how politicians through campaigns and judiciaries through community programs enhance civic knowledge and encourage civic engagement.
