Colombia is the most troubled country in the Western Hemisphere. Drug criminals, guerrillas, and paramilitary groups are feeding a spiral of violence that makes "colombianization" a metaphor for a failing state. The authors address the strategic dimensions of the crisis. It argues that Colombia's future deeply affects regional security and U.S. interests. The country's afflictions are spilling over its borders, threatening Venezuela, Panama, Ecuador, Brazil, Peru, Mexico, and the Caribbean. At the same time, Colombia is the origin of most of the cocaine and heroin entering the United States. The fear is that, if the situation continues to worsen, the country may become balkanized, with large areas under the de facto control of guerrilla and paramilitary regimes based, in large part, on narco-economies. U.S. policy is now at a critical juncture. A decision has been made to become more engaged in the war against narcotrafficking. Yet, the question remains: Can counternarcotics be separated from counterinsurgency? The authors believe that it cannot--that everything is related to everything else--and that unless the Colombian and U.S. governments address the problem through the creation of a coherent, holistic strategy, the situation will become much worse. In the latter half of their report, they discuss both the military and nonmilitary components of such a strategy. Among other things, they contend that restrictions on U.S. police training and counterinsurgency assistance should be removed or revised in order to enable the Colombian security forces to halt the momentum of the insurgents and paramilitaries and give them incentives to negotiate seriously. They also argue that a respect for human rights is of strategic importance.

None has undertaken his leadership responsibilities with the cultural sensitivity and creativity demonstrated by Admiral Jim Stavridis during his tenure in command. U.S. Support to Plan Colombia

In the 2002 National Security Strategy President George W. Bush envisioned a democratic Western Hemisphere which advances security prosperity opportunity and hope. For some Latin American countries like Colombia these ideals fall quite short of reality. Colombia is plagued by internal problems which restrict its ability to adequately govern its population and territory. For Colombians reality is a poor economy with few available jobs an inefficient judicial system widespread corruption and armed conflict with three insurgent groups operating within the national borders. Colombia's problems are not new. In 1999 Colombian President Andres Pastrana developed a plan to address these challenges and to bring lasting peace and prosperity to Colombia. This strategy known as Plan Colombia was a five year proposal designed to fight the illegal drug trade which finances the insurgent groups strengthen democratic institutions and the rule of law expand economic development institute judicial reform protect human rights and reinvigorate the peace process. The total cost for Plan Colombia was $7.5 billion with a significant share of that coming from the U.S. in the form of military economic and humanitarian assistance. U.S. assistance started in FY2OOO. After three years and $2.5 billion of U.S. assistance to Colombia interim results are now available. Based on these results it would be beneficial to reexamine the strategy from two perspectives. First do the interim results indicate progress toward the desired objectives? Second is the progress adequate to bring lasting peace and prosperity to Colombia and if not what else should be done?




Plan Colombia: The Strategic and Operational Imperatives

The United States is committed to helping Colombia fight its struggle against the violence and corruption engendered by the traffic in narcotics. This report examines the strategic theory within Plan Colombia, the master plan which the government of Colombia developed to strengthen democracy through peace, security, and economic development. The author argues that the United States and the international community must support this beleaguered nation. He cautions, however, that the main responsibility for success lies with the Colombians. They must mobilize the national resources and make the sacrifices to win back the country from the narco-traffickers, the insurgents, and the paramilitaries. To that end, Plan Colombia is a well-conceived strategy that must be sustained for the long term.
