Excerpt from United States Circuit Courts of Appeals Reports, 1916, Vol. 141: With Key-Number Annotations; With Table of Cases in the United States Circuit Courts of Appeals Which Have Been Passed Upon by the Supreme Court of the United States, and Table of Cases in Which Rehearings Have Been Granted or Denied All moneys collected by the clerk, the disposition of which is not otherwise directed by law, shall constitute a fund to be expended by the clerk under the direction of the presiding judge, in the purchasing, repairing and rebinding of law books for the library of the court; and it shall be his duty to render to the court, for its examination and approval, an annual account of such moneys received by him and of his disbursements thereof.
