Today, for the first time in the history of Humankind urban dwellers outnumber rural residents. The magnitude of investment, the long time-frames involved and the influence of pre-existing infrastructure on urban infrastructure provision make a co-ordinated approach to forward-planning, policy development and implementation essential. There are major challenges in making decisions on urban infrastructure and getting management structures and processes in place. Getting it right generates long-term dividends; getting it wrong involves major costs, often borne by taxpayers. Why some cities are more effective than others at reducing inequalities in the built environment For the first time in history, most people live in cities. One in seven are living in slums, the most excluded parts of cities, in which the basics of urban life—including adequate housing, accessible sanitation, and reliable transportation—are largely unavailable. Why are some cities more successful than others in reducing inequalities in the built environment? In Urban Power, Benjamin Bradlow explores this question, examining the effectiveness of urban governance in two “megacities” in young democracies: São Paulo, Brazil, and Johannesburg, South Africa. Both cities came out of periods of authoritarian rule with similarly high inequalities and similar policy priorities to lower them. And yet São Paulo has been far more successful than Johannesburg in improving access to basic urban goods. Bradlow examines the relationships between local government bureaucracies and urban social movements that have shaped these outcomes. Drawing on sixteen months of fieldwork in both cities, including interviews with informants from government agencies, political leadership, social movements, private developers, bus companies, and water and sanitation companies, Bradlow details the political and professional conflicts between and within movements, governments, private corporations, and political parties. He proposes a bold theoretical approach for a new global urban sociology that focuses on variations in the coordination of local governing power, arguing that the concepts of “embeddedness” and “cohesion” explain processes of change that bridge external social mobilization and the internal coordinating capacity of local government to implement policy changes.




Worker Mobility and Urban Policy in Latin America


Book Description

This book argues that urban outcomes are better understood as the result of the interactions between policies from distinct policy domains rather than from any single policy silo. In doing so, the book develops and applies the Policy Interactions Framework to the study of the mobility experience of workers in Greater Mexico City. Four empirical studies provide the reader with a comprehensive view of how urban policies can sometimes interact at cross-purposes to produce inequitable urban outcomes. The chapters analyze time and distance in the journey to work to quantify and map commuting inequalities, assess the shift in the spatial location of the demand for labor between 1999 and 2019, examine the default housing pathways available for workers, and evaluate the spatial distribution of public and common mobility resources. An outcome of applying the Policy Interactions Framework to the study of workers’ mobility is to put forward the choiceless mobility hypothesis: a process by which the interaction between the spatial location of the demand for labor, the housing pathways available for workers, and the political economy of public transport operates to produce geographies of low accessibility to jobs. The audience of this book consists of scholars and practitioners in the field of urban policy analysis, urban development, and urban political economy in the Global South.




Urban Planning in Mexico


Book Description

This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.
