Like most countries in the world, Vietnam is increasingly seeing its development affected by climate change. With a coastline of 3,260 kilometers that includes major cities and production sites, Vietnam is highly exposed to sea-level rise. Climate change impacts on the Vietnamese economy and national welfare are already significant-about 3.2 percent of gross domestic product (GDP) in 2020-and they are expected to escalate rapidly even if greater efforts are made to mitigate future climate change around the world. Vietnam has historically had very low greenhouse gas (GHG) emissions, but over the past two decades, it has seen some of the fastest emissions growth rates in the world. From 2000 to 2015, as GDP per capita increased from USD 390 to USD 2,000, per capita emissions more than quadrupled. Vietnam's GHG emissions are associated with toxic air pollution in many of its cities today, with implications for health and labor productivity. At the UN Climate Change Conference in Glasgow in November 2021 (COP26), the Prime Minister made several commitments, including an ambitious target of reducing emissions to net zero by 2050. Vietnam's increased attention to climate change and the environment reflects the growing economic costs of resource depletion and climate impacts, which have already started to harm trade and investment- two key drivers of the nation's robust growth and job creation in recent decades. Vietnam now faces critical questions about how to respond to climate change: How intensively should it work to adapt to previous and predicted damages caused by climate change, given the uncertainty of global mitigation efforts? How much will it cost to reduce GHG emissions? How can the private sector be mobilized to help achieve Vietnam's climate goals? Are there trade-offs between adaptation and mitigation investments? Are there trade-offs between economic growth, poverty reduction, and climate action, and how can they be managed? Which sectors and regions should be prioritized? What are the distributional implications of a low-carbon, climate-resilient growth path? The Vietnam Country and Climate Development Report (CCDR) investigates these questions. One of the first in a series of country-level diagnostics produced by the World Bank Group (WBG) under its 2021-2025 Climate Change Action Plan, the CCDR examines the adaptation and mitigation challenges faced by Vietnam. It pays special attention to policy trade-offs and provides recommendations to help policy makers prioritize among a range of options, recognizing uncertainties about future climate change impacts and the availability of technology and financing.




Energy Sector Decarbonization in Vietnam

Vietnam has made remarkable economic progress over the past 30 years; however, growth was supported by increasing reliance on coal-based energy. The energy sector would continue the expansion of coal-based energy with the significant increase in the installed capacity of coal power plants under previous plans. Vietnam has committed to achieving net-zero emissions by 2050 and gradually phasing out the use of coal for power generation. Selecting lower carbon pathways for the future growth of the energy sector requires the study of interdependencies of the power system through a robust analytical approach. The choice of decarbonization scenario should be based on a careful review of implications and opportunities at the sector level as well as more broadly at the level of the economy. Energy sector decarbonization would require the development of 'just transition' oriented policies and regulations to support the people, communities, and businesses. Protecting Health from Climate Change

There is now strong evidence that the earth's climate is changing rapidly, due mainly to human activities. Increasing temperatures, sea-level rises, changes in precipitation patterns and extreme events are expected to increase a range of health risks, from the direct effects of heat-waves, floods and storms, to more suitable conditions for the transmission of important infectious diseases, to impacts on the natural systems and socioeconomic sectors that ultimately underpin human health. Much of the potential health impact of climate change can, however, be avoided through a combination of strengthening key health system functions and improved management of the risks presented by a changing climate. The critical first step in this process is to carry out a vulnerability and adaptation assessment. This allows countries to assess which populations are most vulnerable to different kinds of health effects, to identify weaknesses in the systems that should protect them, and to specify interventions to respond. Assessments can also improve evidence and understanding of the linkages between climate and health within the assessment area, serve as a baseline analysis against which changes in disease risk and protective measures can be monitored, provide the opportunity for building capacity, and strengthen the case for investment in health protection. WHO has responded to this global demand by building on past guidance and technical tools to outline a flexible process for vulnerability and adaptation assessment. In 2009, the WHO Regional Office for the Americas and WHO prepared draft guidance for this process, which was pilot-tested in studies across all WHO Regions. In July 2010, representatives of ministries of health from 15 countries came together in Costa Rica with WHO and subject area experts to share their experiences and provide feedback on how to improve the guidance for the conduct of vulnerability assessments. This document is the result of this process. It is intended not as a final, definitive guide but as an important part of an evolving set of resources that will support effective and evidence-based action to protect health from climate change.




Vietnam 2035

Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Climate Change Adaptation Measures in Vietnam

This book describes the iterative steps that were successfully undertaken to develop adaptation measures to climate change in two Vietnamese provinces. The methodology used to develop the scientific basis and the societal agreement of the need to adapt to climate change is applicable also to other regions in Vietnam, Asia and worldwide. The uncertainties of climate change models make it difficult to justify investments to finance protection from uncertain impacts. Setting out with the projected climate change impacts in Vietnam, which is one of the most vulnerable countries to climate change, the book describes a methodological approach to assess and evaluate local vulnerabilities of natural resources to climate change and socio-economic impacts, engaging local stakeholders in the development of locally acceptable and economically feasible adaptation measures. The methodological approach to understand the vulnerabilities and to develop climate change adaptation measures was scenario workshops that supported the communication between scientists and stakeholders. The development of climate change adaptation strategies is nearly state-of-the-art in many countries, but often there is still a large step towards implementing climate change adaptation measures on the local level. The challenge in the development of adaptation measures lies in their acceptability by local stakeholders and decision makers. Climate change adaptation measures also usually demand investments. To understand potential future risks the communication methodology was to first get a good understanding of the natural resources (mainly surface and groundwater) and their potential vulnerabilities (current and future). This was followed by developing a common understanding of current risk patterns, as well as underlying vulnerabilities and hazards. Socio-economic developments have an equally strong, and in the short term mostly even stronger, impact on the living environment and natural resources as long-term climate change impacts. The scenario workshops developed a holistic approach on current and potential future risk patterns, with a special focus on surface and groundwater quantities and qualities, natural hazards and sea level rise. Land-use planning was identified as playing a decisive role in minimizing current and future risks. Finally, first adaptation measures for two Vietnamese provinces were developed and shall be implemented over the next years. The methodology that led to these adaptation measures shall be applied in other Vietnamese provinces.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
