Public-Private Partnerships for Health in Vietnam


Book Description

This book describes the nature of public-private partnerships (PPPs) in the health sector in Vietnam. It defines health-related PPPs, describes their key characteristics, and develops a taxonomy of the different types of PPPs that exist in practice, illustrated by international examples. It also assesses the regulatory and institutional framework for the health PPP program in Vietnam, as well as financing and accountability mechanisms for PPPs at its national and subnational levels. It provides an overview of the PPP project pipeline in Vietnam and analyzes important issues in the health PPPs’ design, preparation, and implementation, using eight case studies involving projects in different phases of the project cycle. This book also examines barriers that have hampered the successful design and implementation of health care PPPs in Vietnam. These barriers may be broadly categorized as barriers in the PPP policy and regulatory framework, in the public sector, in the private sector, and in the financial sector. It proposes feasible and actionable recommendations so that the government can consider tackling the identified barriers and advance the successful design and implementation of health PPPs.

From the Unit Introduction: Understanding Vietnam in the 21st Century: Political, Economic, and Security Issues in the Asia/Pacific Region seeks to introduce students to policy options for U.S. and Japanese relations with Vietnam at the turn of the century. By identifying and examining these options during Vietnam's growing liberalization and integration into the world community, students will gain an awareness of U.S., Japanese, and Vietnamese perspectives on political, economic, and security issues. Lesson 1 of the unit sets the historical context for the study of contemporary U.S. and Japanese relations with Vietnam. The lesson focuses on the plight of refugees from Vietnam and their experiences in the Unites States and Japan. Lesson 2 focuses on Vietnam's politics in transition. Since South and North Vietnam were officially unified as the Socialist Republic of Vietnam in 1976, Vietnam's political situation has been in a state of transition. How the communist party-state can liberalize its economic system without weakening the dictatorship of the Party is a central question facing the government of Vietnam. In this lesson, students will be introduced to this transition through a series of small group activities. Lesson 3 examines Vietnam's economy in transition. This lesson introduces students to some challenges, obstacles, and achievements of Vietnam's economy in transition. Vietnam's reform policy of doimoi (intended to reduce the role of the state in the economy, respect the market, favor private enterprise, and welcome global traders and investors) is examined through a simulation. Lesson 4 introduces students to issues related to U.S. policy toward Vietnam, with a focus on normalization. On July 11, 1995, President Clinton announced his intention to establish full diplomatic relations with Vietnam. Issues (e.g., MIA/POW, trade, human rights, security) affecting these diplomatic relations are explored. Lesson 5 introduces students to issues related to Japan-Vietnamese relations, with a focus on foreign aid. Japanese foreign aid to Vietnam serves as a case study. Students learn about Vietnams' position on Japan's official development aid and the priority areas of Japan's official development aid, as well as analyze projects in Vietnam funded with Japanese aid. Finally, lesson 6 examines important future areas of cooperation and competition in U.S. and Japanese relations with Vietnam, specifically related to the Association of Southeast Asian Nations (ASEAN). Vietnam is ASEAN's seventh and newest member. This lesson introduces students to U.S. and Japanese perspectives on Vietnam's entry and role in ASEAN.--page 2.

My name is George Watson. I am 24 years old from Portland, Maine. It is late summer 1968 and although I have been accepted to a Ph.D. program at The Catholic University of America in Washington D.C., I am about to be drafted. How did I get in this situation? And what do I do now? This book provides my personal account of the difficult choices that confronted the U.S. Vietnam War generation. Faced with the dilemma of whether or not to serve in an unpopular, undeclared war, my generation was forced to make choices that were not in tune with those made by our parents' generation. The so-called "Greatest Generation" of World War II veterans had returned to reap their deserved rewards from the GI Bill and the burgeoning post-war economy. They insisted that we follow in their footsteps and step up to the war demands of the nation. But the times and the issues and the stakes were different. My memoir portrays the realities of those choices, depicting the time and values that caused the generations to clash head on. I track the evolution of my value system beginning in Catholic elementary and high school through college and graduate school, giving insight into the choices I faced and the decisions I made. My personal confrontation with choices during a turbulent era should resonate with members of the Vietnam War generation. Much has been written about the generation that struggled during the Depression and fought in World War II, referred to by former NBC announcer Tom Brokaw and others as "The Greatest Generation." I felt compelled to write about the generation it spawned. Ironically, it was the progeny of the World War II survivors who would be confronted with the choice of whether to fight in an ambiguous war that was really an unfinished product of the allied victory of World War II. How did we get involved in Vietnam in the first place? Following the "Greatest Generation's" war, independence movements confronted European colonialism all over the world. Vietnam was but one example of the war's unfinished business. After the Japanese defeat, the returning French made critical mistakes. They retained the former Japanese police infrastructure for a time and denied university-educated Vietnamese citizens proper opportunities in their own civil service, reserving the key positions for themselves. Because they were reluctant to give up control, the French were confronted with a Nationalist movement that happened to have Communist affiliations. The French lost their war and Vietnam was split in two, between a Communist north under the inspirational leadership of Ho Chi Minh and a supposedly capitalist and Catholic south controlled by the Diem family. Political corruption and nepotism in the south did not inspire widespread allegiance to the Diem regime. With the French defeat at Diem Bien Phu in 1954 the United States, which had recently fought the North Koreans and Chinese to a draw, became more involved with the south at first diplomatically and then militarily. Simply stated, our initial advisory role of the late fifties and early sixties soon expanded. We gradually assumed control of the war and committed more and more troops; by 1968 the nation found itself in Vietnam with a force of 543,000 soldiers fighting a still undeclared war. Who fought in the Vietnam War? What class of American society did they represent? Could I be categorized as the norm? The Vietnam generation born during the years 1940 to 1954 was brought up believing in the greatness of this country. Their fathers had sacrificed during World War II and with their allies had defeated two major powers in several theatres of war. Many of these same veterans were called again to fight during the Korean War, a bloody conflict fought to a draw after three years. Persistent Malnutrition in Ethnic Minority Communities of Vietnam


Book Description

Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam’s human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition. The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old. This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups.
