This book, first published in 1999, compares the strategies of France and Japan in trying to win economic and political influence in the newly emerging Vietnam, which opened to the international community only after the Vietnamese Communist Party had started economic reforms in 1986. These reforms are aimed at transforming the country’s centrally-planned economy into a government-controlled market economy and at opening Vietnam to foreign capital, technology and know-how. This setting provides a unique opportunity for comparing the strategies of two nations from different continents in conducting their economic relations with a unified Vietnam.

Since the doi moi reforms in 1986, Vietnam has experienced a dramatic socioeconomic transformation. Lim examines the role of the state and its interaction with market forces in bringing this change about. Taking the motorcycle and banking industries as case studies, this book explores the dynamics between the state and transnational corporations in shaping the manufacturing and service sectors, respectively. Vietnam, as one of Southeast Asia’s quintessential latecomer economies with little prior experience of dealing with transnational corporations, has nevertheless been quite successful in maintaining some control over the impact of foreign direct investment. Yet, the learning outcomes remain highly uneven. In addition, Lim argues that Vietnamese advancement in both industries mirrors only partially the more generalized patterns of state-led development in East Asia’s earlier batch of latecomer economies. Vietnam’s case thus presents practical lessons on how to succeed in crafting and utilizing policy instruments to achieve domestic economic and technological upgrading. This book will be of great interest to scholars of political economy and industrial policy in East Asia, as well as to scholars and policy professionals analyzing approaches to development strategy more broadly.

In Military Communications: A Test for Technology, John D. Bergen develops the thesis that burgeoning technology in communications faced a severe test in Vietnam. He analyzes the advantages and drawbacks of new communications systems and the effects these systems had on decision making and on command. In doing so, he describes the difficulties that communications systems had in keeping pace with the information explosion and shows that command and control do not necessarily improve with enhanced communications. The book illustrates that the communications missions of getting the message through was not only critical to the success of combat operations, but also as challenging as combat itself. Bergens clear understanding and description of these issues make this a valuable work for those responsible for the future success of command, control, communications, and intelligence

Today's globalization is changing the gravity center of Business on a worlwide basis. The classic triangle New York-London-Paris has been substituted by new strategic axis located in emerging nations. Asian countries are changing the dimensions of international trade and investments from a Global perspective. Locations like the Strait of Malacca in Malaysia or APEC will become extremely strategic in trade and commerce for the next 20 years and the most relevant demographic growth will be located in Asian nations. Asia is moving quickly and it does it in the right direction. Governments are facilitating investment processes to local and foreign companies. Not only China and India must be taken into consideration, other new “Challengers” are increasing very rapidly (Vietnam, Thailand or Malaysia), which, despite some internal problems like lack of democratic maturity and transparency, show very admirable values in Business activities. Social order, respect, family orientation or hard work are some of these assets. This book offers an “in-depth” analysis of ten Asian nations (China, Cambodia, Vietnam, Japan, Laos, South Korea, Singapore, Thailand, India and Hong Kong) in order to help western managers and investors to do Business efficiently in this dynamic economic region.
