The Water, Energy, and Food Security Nexus in the Arab Region


Book Description

This book investigates the need for a more open and interdisciplinary dialogue on the nexus of food, water and energy security in the Arab region. It argues that achieving sustainable economic development is irretrievably tied to the security of the water–energy–food nexus, which is in turn essential for bringing about sustained peace. Further, it discusses various approaches to achieving these lofty objectives, and offers the following take-away messages: The Arab region is currently under considerable water stress, and the situation will continue to get worse with a number of global changes – most notably those related to climate and regional water distribution. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.

The prosperity and national security of the United States depend directly on the prosperity and stability of both partner and competing countries around the world. Today, U.S. interests are under rising pressure from water scarcity, extreme weather events and water-driven ecological change in key geographies of strategic interest to the U.S. Those water-driven stresses are undermining economic productivity, weakening governance systems and fraying social cohesion in scores of countries and, in the process, undermining the vitality of rural livelihoods, fostering local and ethnic conflicts, driving broad migratory movements and contributing to the growth of insurgencies and terrorist networks. While the U.S. intelligence community has steadily expanded natural resource concerns in their global threat analyses, our overseas development assistance remains locked into provision of water and hygienic services rather than responding to the full sweep of global water challenges including governance and policy failures, growing conflicts over water and the need for promoting sustainable transboundary water arrangements in partner countries. Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. Transboundary Water Resources: Strategies for Regional Security and Ecological Stability

After the sovjet era and since their independence the new Central Asian countries are rebuilding a system of water resources management: an important challenge for the development of the whole region. The NATO workshop held on 25-27 August 2003 by the Federal Agency for Nature Conservation, Germany and the Siberian Branch of the Russian Academy of Science, attended by experts from five Central Asian countries, Russia, six Western European countries, the US and the UNEP offered water engineers and nature scientists as well as economic and political scientists and practitioners from water administrations and international river commissions to meet in Novosibirsk and develop sustainable approaches in the management of Central Asian water resources. This book presents important aspects of transboundary water resources, i.e. the global water crisis: problems and perspectives; regional experiences in solving water problems in Central Asia; problems and management of transboundary water resources; ecological and economic aspects of water management; scientific analysis and tools of water changes; strategic implications of water access arisen during the workshop. A final recommendation in the area of equitable sharing of benefits, monitoring and data collection as well as proposals for Central Asia transboundary waters programme were set in the book as the main result of the meeting.

This book highlights the relationship between the water sector and various other sectors in order to establish an improved understanding of the importance of water resources as an essential cross-cutting vector of socio-economic development. The book is both policy and practice oriented and is not constrained by existing definitions on water security. It includes actual experiences of policy, management, development and governance decisions taken within the water sector, and examples on how these have affected the energy and agricultural sectors as well as impacted the environment, and vice versa, as appropriate.
