The United States Congress is often viewed as the world's most powerful national legislature. To what extent does it serve as a model for other legislative assemblies around the globe? In Exporting Congress? distinguished scholars of comparative legislatures analyze how Congress has influenced elected assemblies in both advanced and transitional democracies. They reveal the barriers to legislative diffusion, the conditions that favor Congress as a model, and the rival institutional influences on legislative development around the world. Exporting Congress? examines the conditions for the diffusion, selective imitation, and contingent utility of congressional institutions and practices in Canada, the United Kingdom, Germany, the European Parliament, and the new democracies in Latin America and Eastern Europe. These scholars find that diffusion is highly sensitive to history, geography, and other contextual factors, especially the structure of political institutions and the balance of power between the executive and legislative branches. Editors Timothy Power and Nicol Rae place the volume's empirical findings in theoretical, comparative, and historical perspective, and establish a dialogue between the separate subfields of congressional studies and comparative legislatures through the concept of legislative diffusion.

Women represent a slight majority of Quebec's population, yet they continue to occupy a minority of seats in its National Assembly and in Canada's House of Commons and Senate. To explain why this is, Manon Tremblay examines Quebec women's political engagements from 1791 to the present. She traces the path that led to women obtaining the rights to vote and run for office and then draws on statistics and interviews with female politicians to paint an in-depth portrait of women's under-representation and its main causes. Her innovative account not only documents the significant democratic deficit in Canada's parliamentary systems, it also outlines strategies to improve women's access to legislative representation in Canada and elsewhere.

As the power and scope of the European Union moves further, beyond traditional forms of international cooperation between sovereign states, it is important to analyse how these developments are impacting upon national institutions and processes of democratic representation and legitimacy in the member countries. The authors in this book identifyfour core processes of democratic governance present in any democratic political system that link societal and state processes of decision-making: opinion formation, interestintermediation, national executive decision-making and national parliamentary scrutiny. From a normative perspective they discuss what impacts this process of Europeanizationhas on democracy in the evolving system. They conclude that more changes are seen within the state-centric than in the societal-centred processes of democracy, thus thepublic seems to have been 'left behind? in the process of constructing Europe. The empirical research and normative discussion presented in this book are designed to further our knowledge concerning the Europeanization of social and state processes of democracy and to contribute to the continuing dialogue on democracy in the EuropeanUnion. This book will be of great interest to academics and researchers of political science, public policy and international relations, as well as those interested in European studies andcomparative politics.

Parliaments had been expected to decline in significance at the end of the 20th century, but instead they have developed new and vital political roles and have innovated their institutional structure in parliamentary committees, not only in a few parliaments, but as a global phenomenon.

In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

First published in 1995, the aim of this book is to review various aspects of the process of democratic transition in Hungary over the period of its first post-communist, freely elected parliament between 1990 and 1994. The studies collected in this book attempt to put them in the context of longer-term trends in Hungarian politics. Hungary offers an example of the problems of political change common to Eastern Europe following the collapse of the Eastern Bloc but also demonstrates a relatively stable and successful transformation built on a unique experience under communist rule that helped prepare it for a market-orientated economy transition and political pluralism.
